Dear Ashwin Raju Jeyakumar:

This is in response to your letter of 15 June 2004 in which you have
requested permission to reprint, in your upcoming thesis. We are happy to
grant this permission.

If you will not be using substantial portions from the IEEE publication,
our only requirement is that, in the case of textual material (i.e., using
short quotes or referring to the work within these papers), you give full
credit to the original source (author, paper, publication) followed by the
IEEE copyright line
(© 1999 IEEE). In the case of illustrations or tabular material, we
require that the copyright line appears prominently with each reprinted
figure and/or table.

Sincerely yours,

William Hagen
