Abstract

The Surface Mining Control and Reclamation Act of 1977 (SMCRA), mandates that mined land be reclaimed and restored to its original use or to a use of higher value. Reforestation research by Virginia Tech's Powell River Project since 1980 shows that restored forests can be equally or more productive than the native forests removed by mining.
