This document addresses the failure of panaceas to solve the issue of resource destruction over various socio-ecological systems (SESs). The article claims that organization of successful strategies can occur through a framework consisting of four layers: (i) a resource system, (ii) the resource units generated by that system, (iii) the users of that system, and (iv) the governance system and allows for analysis of their collective affects by interactions and the resulting outcomes.
