    Abstract
    St. Luke’s Historic Church & Museum is located within Isle of Wight County just outside of the town limits of the historic town of Smithfield. The town is noted for its historic downtown and 18th and 19th century architecture. The location of St. Luke’s Historic Church & Museum, at 14477 Benns Church Boulevard, is near the very busy intersection of Benns Church Boulevard (Route 258) and Brewers Neck Boulevard (Routes 258/32) with about 35,000 cars driving by per day. In order to plan for the future, Historic St. Luke’s Restoration was in need of a conceptual site master plan that provided guidance for the best use and appropriate development of its forty three acre historic campus and support structures. HSLR is planning to expand to serve 13,000 visitors and school children per year.
