- Actor Networks in Health Care: Translating Values into Measures of Hospital PerformanceFarquhar, MaryBeth Anne (Virginia Tech, 2008-06-30)The health care system within the United States is in a state of transition. The industry, confronted with a variety of new technologies, new ways of organizing, spiraling costs, diminishing service quality and new actors, is changing, almost on a daily basis. Reports issued by the Institute of Medicine raise quality issues such as avoidable errors and underuse/overuse of services; other studies document regional variation in care. Improvement in the quality of care, according to health care experts is accomplished through measuring and comparing performance, but there are a number of disparate actors involved in this endeavor. Through a network of both public and private actors, collaboration on the development of a set of national performance measures is underway. Organizations such as the National Quality Forum (NQF), the Agency for Healthcare Research and Quality (AHRQ), the Centers for Medicare & Medicaid Services (CMS) and other have formed networks to develop and standardize performance measurement systems that can distinguish between quality services and substandard ones. While there is some available research about the processes involved in performance measurement system design, there is little known about the factors that influence the development and work of the network, particularly the selection of hospital performance measures. This dissertation explored the development of a national performance measurement system for hospitals, using an institutional rational choice perspective and actor-network theory as frameworks for discussion. Through qualitative research methods such as direct observation, interviews, participant observations and document review, a theoretically informed case study of the NQF's Hospital Steering Committee was performed, to address the following questions: How is a national performance measurement system developed and what is the role of federal agencies (e.g., AHRQ and CMS) in the process?

This report proposes that in order for our knowledge economy to grow and be sustainable, it must be inclusive in ways that enable it to adapt to—and incorporate within it—the personal and professional growth of a large and diverse body of lifelong learners. In this introduction, we first define what we mean by inclusive knowledge and explain how our proposed definition expands some of the traditional understandings. We then show that an expansive and dynamic conceptualization of knowledge increases inclusion and promotes lifelong adaptive learning as a mindset and a practice.
- Ambiguity in Public Organizations - Is it always Negative and Difficult to Manage or does Theory Assume Too Much?: A Case Study Review of Customs and Border Protection's Container Security InitiativeMullins, Dustin Ashley (Virginia Tech, 2011-09-09)This research study provides a conceptual framework to understand how public managers strategically engage ambiguity and translate the complexity associated with ambiguity to manageable objectives to control complex work within federal programs. A central assumption for this study is that ambiguity is an organizational reality due to the social nature of administrative systems, influencing how managers approach and understand problem sets. This research study demonstrates the impact of management strategies in combating organizational ambiguity, at a strategic level, as well as mitigating and reducing uncertainty at more tactical levels of an organization. Theoretically, this study engages the current divide between organizational theory and public management scholarship by providing an empirical perspective on the management and execution of a key national security program. Through examination of the Container Security Initiative (CSI) program within the Department of Homeland Security (DHS) Customs and Border Protection (CBP), this research explores how ambiguity and uncertainty, within bureaucratic settings, is managed on an ongoing basis in the pursuit of defined goals and objectives. Examination of how public managers strategically engage ambiguity and implementation pressures, which manifest as a result of systemic external and internal pressures, to translate complexity associated with the ambiguity into manageable program objectives, provides valuable insight into the impact of managerial processes within public organizations. Through this managerial process and by setting priorities and objectives, public managers decompose and translate ambiguity and complexity in order to more actively and effectively utilize strategies and resources in support of those defined objectives. Central to the translation process is managing the interface between the strategic and tactical dimensions of programs, through goal setting and priority definition, enabling the execution of key program activities and operations. This study's findings build upon existing research that examines the role of management within public organizations, as well as challenges several assumptions within the extant literature regarding the influence and consequences of ambiguity within public organizations. Addressing the need to empirically demonstrate how management matters, this research emphasizes the role public managers play in actively engaging and managing organizational and program complexity in order to accomplish the objectives of public bureaucracies.
- Beyond the Boundaries: A Sharing of Power in Processes of Public Education Decision-Making and PlanningHubbard, Faith Gibson (Virginia Tech, 2019-06-21)This researched is focused on how public managers, bureaucrats, can show responsiveness to the needs and wants of the citizens they serve through authentically including citizens in the process of decision-making. To examine this topic, this research reviews a process of public decision-making regarding how revisions were made to public school boundaries in Washington, DC. The findings from this research showed that the inclusion, and authentic partnership, of citizens throughout the process lead to greater outcomes, which the citizens felt were reflective of their participants and feedback.
- Building a Transdisciplinary Trading Zone: Knowledge Sharing and Integration in a Heterogeneous MilieuRosbach, Derren Thompson (Virginia Tech, 2010-09-09)The numerous transdisciplinary research initiatives currently addressing a variety of complex social issues could benefit from a deeper understanding of the ways in which intellectually diverse groups work together to address problems. This research focused on a small group of investigators in a transdisciplinary institute as they sought to work collaboratively in the domain of infectious disease research. The unit's members described many challenges and successes that provided insights into the character and dynamics of transdisciplinary research, including how members developed a shared conceptual framework. The process proved enormously complex and was the product of long-term interactions among group members. Because participants were rooted in different disciplines and did not share professional trajectories, communication and understanding took extra effort, patience, and the development of a counterintuitive set of cognitive skills. Over time an integrated work process evolved within the group through a combination of strong interpersonal relationships, the mediating role of interactional expertise, and the development of shared boundary objects. Group members began working more closely with other team participants throughout the lifespan of projects. That experience over time allowed individuals to connect the details of their work together with the overarching goals and strategies of the group. This study employed the theory of trading zones to illustrate the ways researchers worked across boundaries to establish shared ideas, values, and goals. It developed and applied the concept of a transdisciplinary trading zone to describe the group's ability to coordinate its action despite both epistemic and communication barriers. Ultimately, the researchers studied sought a balance between being "productive," understood as providing practical tools to industry and government, and generating novel scientific solutions to complex research problems. The group's success in securing a shared research aspiration despite its member's disciplinary and professional differences resulted from an iterative process of interaction that included learning from failed attempts and a constant and persistent negotiation of goals and values among those involved.
- Bureaucratizing Participation: Stakeholders' Perceptions of the Administrative Rules Governing Public Participation in the Hampton Roads Transportation Planning OrganizationKadir, Nadhrah A. (Virginia Tech, 2015-09-28)This dissertation explores multiple stakeholders' perceptions with regard to administrative rules governing public participation in the Hampton Roads Transportation Planning Organization (HRTPO) in Virginia. In 2007, the HRTPO received conditional certification during its quadrennial review with seven corrective actions related to public participation. Subsequently, it started to reform its public participation practices, and in 2012 it received full certification. This study explores how the HRTPO stakeholders perceive the administrative rules that govern public participation processes, more positively (as 'green tape') or more negatively (as 'red tape'), and how those perceptions have changed since 2007, relying on in-depth interviews as well as archival documents. Before 2007, top management officials had pessimistic perceptions of public participation in general and the rules in particular. The negative perceptions changed when new senior staff arrived in 2008 and initiated reforms, most notably by hiring a public involvement administrator. Acting as a transformative leader, this administrator began to adopt outreach programs, which stakeholders considered successful. By unpacking the notion of stakeholder red tape, guided by the attributes of stakeholder red tape and green tape, this study found that stakeholders perceived the rules more positively than they did in 2007.
- Characteristics of the National Capital Region Homeland Security Network: A Case Study of the Practice of Coordination at the Regional Metropolitan LevelGriffin, Robert Paul (Virginia Tech, 2010-03-30)At its heart, homeland security is a challenge of coordination;(Kettl 2003; Kettl 2004; Waugh and Tierney 2007) however, coordination is an ambiguous term that is difficult to define or measure (Selznick 1984). To build a coordinated homeland security system, the federal government has introduced a number of policy changes including introduction of the Urban Area Security Area Initiative (UASI). (DHS, 2007) Given that over 80% of the nation's population lives in metropolitan urban regions, (Bureau 2008) homeland security threat, risk, and funding is weighed heavily towards protecting these areas. UASI provides funding to high risk/high population urban areas and is designed to build coordinated regional metropolitan homeland security systems. To meet UASI funding requirements, the nation's largest and most vulnerable metropolitan areas have formed regional homeland security networks. While the National Capital Region (NCR) UASI is representative of the challenges other areas face, the nature of metropolitan regionalism and distilled federalism creates complexity few other homeland security networks face. Policy and service delivery co-exist at the operational/technical levels of the sub-network and better understanding how agencies, functions, and nodes coordinate is important to shaping future homeland security policies. This research studies how one functional node of the regional metropolitan homeland security network, the NCR fire service, coordinates its UASI funding requests throughout the Fiscal Year (FY) 2008 grant cycle. Examining the historical context of regional coordination and formal structures and informal elements the research identified nine characteristics of coordination as it is practiced at the operational/technical level of the network. These characteristics include elements such as standardized national policy direction, leadership, organizational commitment, trusted relationships, shared purpose, political support, time, balance of formal and informal elements, and balance between operational and administrative responsibilities. The research builds on Kettl's concept of contingent coordination by describing how the practice of coordination occurs within the homeland security network and begins to expand our understanding of how we organize, integrate, and coordinate a national model. The research also provides important insight into the translation of policy to operations by describing how technical subject matter experts coordinate both operationally and administratively within the homeland security network.
- Coalition Networks and Policy Learning: Interest Groups on the Losing Side of Legal ChangeMillar, Ronald B. (Virginia Tech, 2005-12-07)Network, organizational, and policy learning literatures indicate that when interest groups face failure they will seek out alternative ideas and strategies that will enhance their potential for future success. Research with regard to interest groups and legal change has found that interest groups, using arguments that were once accepted as the legal standard for Supreme Court decisions, were unwilling or unable to alter their arguments when the Court reversed its position on these legal standards. This research project examined the conflicting findings of these literatures. Using the Advocacy Coalition Framework as a guide, this project studied the separationist advocacy coalition in cases regarding state aid to elementary and secondary sectarian schools from 1971 to 2002. The legal briefs filed by members of the separationist advocacy coalition with the Court were examined using content analysis to track changes in their legal arguments. Elite interviews were then conducted to gain an understanding of the rationale for results found in the content analysis. The research expectation was that the separationist advocacy coalition would seek out and incorporate into their briefs new and innovative legal arguments to promote their policy goals. The research results demonstrated that prior to legal change interest groups did seek out and incorporate new legal arguments borrowed from other fora and sought to expand or reinterpret established legal arguments to better aid their policy goals. The changes that seemed to have the potential for adoption by the Court were quickly incorporated into the briefs of the other members of the coalition. Following legal change interest groups continued to analyze the decisions of the Court in order to seek out the best possible legal arguments to use in their briefs; however, the main focus of legal arguments examined and used by the coalition narrowed to those cited by the swing justice in the funding cases. Two innovative arguments were developed, but were either ignored or considered unsuitable, and were not used by the other members of the coalition. Counter to this project's research expectations new and innovative legal arguments were not adopted by the coalition. As the Court discontinued the use of various legal arguments the coalition quickly responded to these changes and dropped those obsolete legal arguments. Therefore, contrary to prior research, the interest groups and the coalition altered their arguments following legal change. Only those interest groups who no longer participated in coalition discussions reverted back to using pre-legal change arguments. Learning continued to occur in the coalition following legal change; however, the focus of analysis and the pool of arguments deemed worthy of use narrowed considerably.
- Comparing Apples: Predicting the effect of public comments on administrative rulesYavorosky, Bart Mykolas (Virginia Tech, 2014-03-04)This dissertation addresses three questions about administrative rulemaking: • Do comments submitted on proposed rules vary in identifiable ways? • Do these differences directly relate to the likelihood that recommendations will be associated with changes to regulations? • Can these characteristics be incorporated into a model that accurately predicts whether or not suggestions will coincide with changes to administrative rules? Using data collected from the Commonwealth of Virginia's Regulatory Town Hall, I analyze 2,534 comments that address 67 regulations proposed by state agencies during an 11-year period. I find that submissions do differ in meaningful ways. I also find statistically significant evidence that those differences are related to the probability that a requested change coincides with a subsequent modification to a rule. The principal result of this research is a model that predicts with a high degree of accuracy the outcome of participants' recommendations to alter proposed regulations. I also demonstrate the implications of these results and how failure to account for these differences undermines the legitimacy of conclusions that can be drawn from studies of notice-and-comment rulemaking. The primary contribution of this dissertation is methodological, but the empirical evidence presented here also raises questions about the value of citizen participation in notice-and-comment rulemaking in its current form. As a result, it challenges contentions that participation contributes to the democratic legitimacy of bureaucracy, serves as a safeguard against the influences of organized interests, or improves the substantive quality of administrative decisions.
- Comprehensive Output Measurement: The 'Missing Link' in U.S. Federal Government Performance ReportingKing, David Lorne (Virginia Tech, 2014-01-29)Performance and accrual-based financial management systems as envisaged in the 1990 Chief Financial Officers (CFO) Act, the 1993 Government Performance and Results Act (GPRA), the 1996 Federal Financial Management Improvement Act (FFMIA) and related legislation have been in place since prior to the turn of the millennium. Nevertheless, although performance has been measured and financial accountability improved in U.S. federal government agencies, there remains a gap in reporting on operational efficiency and effectiveness. This dissertation extends research into performance management to determine the extent to which performance measurement systems report on operational efficiency and effectiveness and thereby further facilitate performance management. It examines outputs as the unit-of-analysis within the input-output-outcome framework of performance measurement and reporting systems and their integration with accrual-based financial management systems in assessing government operations. It challenges the predominantly outcomes-focused reporting system as insufficient to the objective of improved operational efficiency and effectiveness. The research methodology employs qualitative analysis of selected agency performance reports, interviews of selected agency senior managers and oversight officials, analysis of previous research on performance reporting, and analysis of GAO survey data. The research examines an increased focus on output reporting as a means to improve operational efficiency and the linkage of outputs to outcomes as an effectiveness measure. The research leads to the conclusion that very little output efficiency or effectiveness measurement and reporting is occurring. The failure to measure performance in this manner is to the considerable detriment of operational efficiency, effectiveness and cost reduction in the federal government.
- Considerations Concering the Transfer of Urban Environmental and Planning Policies From Germany to the United StatesMedearis, Dale Garner (Virginia Tech, 2007-04-02)This paper addresses an apparent knowledge vacuum in the U.S. in the area of international urban environmental planning and the transfer of urban environmental planning practices. This gap is characterized by a dearth of understanding about the process of transfer and adaptation of environmental and urban planning policies into the U.S. from overseas in general, and from Germany in particular. Little is available or has been articulated about the conditions that support or inhibit the voluntary transfer of urban environmental policies into the U.S. and the outcomes. Improving understanding of cross-national transfer of urban environmental policies from countries such as Germany may strengthen the testing and application of appropriate and beneficial programs to heal urban environments in the U.S. This dissertation concerns itself with governmental urban environmental policies, ideas and lessons which have evolved in Germany and are candidates for potential voluntary transfer into the U.S. The intention of this dissertation is to shed light on the process of voluntary policy transfer of urban environmental and planning policies from Germany to the United States. The specific research questions addressed in this dissertation include: 1) In the context of the voluntary transfer, is the acquisition and use of imported information a more rational or more an anarchic process?; 2) What factors enhance or limit the voluntary transfer of urban environmental planning policies from Germany to the United States?; 3) Are there identifiable effects of voluntary transfer of urban environmental planning policies from Germany to the United States? This dissertation concludes that voluntary transfer of German urban environmental and planning policies is a relatively anarchic process. The search and testing of policies from Germany to the U.S. is not often conducted in purpose-driven or goal-oriented contexts. This dissertation also posits that voluntary transfer of German urban environmental and planning policies relies on determined policy entrepreneurs with cosmopolite qualities who bridge environmental and planning communities in both countries. It also suggests that the predominant outcomes of harvesting urban environmental and planning policies are soft transfers of ideas and concepts rather than hard transfers of laws and regulations. Finally, it is suggested that cross-national policy transfer is a “knowledge trail” comprised of unstructured acquisition of information and intuitive learning characteristics, followed by almost parallel implementation, confirmation and decision processes.
- Contracting Out in a Complex Network: An Effectiveness Analysis of EPC Program IMoussa, Edie A. (Virginia Tech, 2011-04-28)While government contracting out its work continues to proliferate and studies about this phenomenon have increased during the past two decades, still little is known about how effective government sponsored networks are at managing broad and complex networks of primarily non-governmental entities. This dissertation reports the results of one such investigation, which examined a U.S. federal agency's contracting experiences in evidence-based health care. The Agency for Healthcare Research and Quality (AHRQ) is a unit of the U.S. Department of Health and Human Services (HHS). Among other tasks, AHRQ supports the development and dissemination of evidence about current best practices in health services delivery through its Evidence-based Practice Center (EPC) programs that contract out its work and operate in broad and complex network. The purpose of this study was to examine the extent to which AHRQ's EPC Program I was effective in supporting the translation of evidence reports and disseminating the products to the public by contracting with public and non-profit entities to do the work. This dissertation also sought to examine the extent to which the evidence reports and derivative products were publicly accessible by operationalizing the objectives articulated in AHRQ's authorizing legislation in a manner consistent with theories of representative democracy and exploring Program I's effectiveness using William T. Gormley's ideas (1989; Gormley & Balla 2003) of bureaucratic control. The results from this dissertation suggest that a decentralized network was related to overall higher translation and dissemination network effectiveness. Specifically, the findings from this study suggest that a decentralized network was related to overall higher translation and dissemination network effectiveness. Also, weak ties among the network actors when transferring complex knowledge was associated with higher translation and dissemination network effectiveness on the whole. The findings from this dissertation also contribute to network theory by extending Gormley's bureaucratic control typology (1989; Gormley & Balla 2003) to the network level, and also to the type of control that was available to the Agency over the network. Finally, the results contribute to better understanding of the dynamics that can be associated with the effectiveness of similar programs.
- Cultural Competency in Healthcare Policy: Pursuing Elder, African-American Diabetics as Stakeholders in Successful TreatmentTabor, Lisa Maria (Virginia Tech, 2010-04-20)Healthcare agencies and researchers identify several areas in which healthcare disparity affects elder, African-American diabetics including higher rates of diagnosis, higher limb amputation, increased kidney failure, and stroke. While the disparities have been documented, elder, African-American diabetics rarely have been invited into discussions concerning these disparities, research questions, project or program design, and results. They are not asked to be stakeholders in health care or health policy discussions. This study used grounded theory as a participatory action research method to invite elder, African-American, diabetics into the discussion using focus groups. The patient participants then suggested providers they believed to be "successful" in their care who were then interviewed. The analysis suggests that where patient/ provider communication has been peripheral that care and perception of care and patient suffer. Where successful communication was central to the patient/provider relationship, provider preconceptions lessened and patient compliance levels rose. This dissertation offers several downstream, midstream, and upstream recommendations using a patient-focused lens.
- Distribution Tables and Federal Tax Policy: A Scoring Index as a Method for EvaluationFichtner, Jason J. (Virginia Tech, 2005-10-31)Distribution tables have become ubiquitous to the tax policy debates surrounding major legislative initiatives to change tax law at the federal level. The fairness of any proposed change to federal tax policy has become one of the most highlighted components of tax policy discussions. The presentation of tax data within distribution tables can hide or omit important information that is required in order to effectively evaluate the merits of any tax legislation. Many producers of distribution tables show only the information necessary to present their policy preferences in the best possible light. The different economic assumptions and presentations of data used by the various groups that release distribution tables have the inherent consequence of providing the public with numerous tables that are often used as political ammunition to influence and shape debate. The purpose of this research is to contribute to the tax policy research literature by exploring the limitations and biases inherent in specific designs of tax distribution tables and in specific methodological approaches to tax distribution analysis. This is done by means of a systematic examination of how different designs and methodologies provide an incomplete picture of a proposed change to federal tax policy. By comparing distribution tables as used by different groups to provide alternative perspectives of various tax proposals, the research shows how the use of tax distribution tables often provides misleading results about the impact of proposed tax legislation in order to influence and shape the issues surrounding a proposed change to federal tax policy. A method for evaluating tax distribution tables is proposed which highlights the deficiencies of design and methodology which characterize the present use of tax distribution tables. An index of questions is provided as part of this research project to serve as a new tool of policy analysis, an index termed the "Tax Distribution Table Scoring Index" (TDTSI). The TDTSI will assist in balancing the different perspectives presented via tax distribution tables by identifying the biases and limitations associated with different methodologies and presentations of data.
- The Dynamics of Size, Composition, and Fiscal Authority in Government Expenditures: Examining The Effects of Social DisturbanceKim, Hyun Gon (Virginia Tech, 2010-05-03)This dissertation investigates changes in size, composition, and fiscal authority of government expenditure brought on by social disturbance by examining the effects of German reunification on government spending. This research tests several hypotheses using data on total spending and six major sub-policy spending categories between 1972 and 2006. First, this study identifies strong evidence of a large upward displacement effect following reunification, with a particular emphasis on social security spending. Second, this study finds a strong and positive correlation between per capita GDP and total spending as well as social security, education, and public safety spending, which confirms Wagner's Law. Results also reveal that unemployment rate is strongly and positively related to total spending and several sub policy categories both before and after reunification. Additionally, this study finds that the proportions of the youth and elderly populations are negatively associated with total spending after reunification. However, the proportion of the youth population is positively associated with per capita education spending, as the proportion of elderly population with social security spending. The results also show that economic openness has a strong positive impact on both total spending and economic services spending; however, the relationship between economic openness and social security, education, and health spending after reunification is negative. The right party control variable has no significant impact on total spending after reunification, though party control does seem to influence social security and defense spending. Furthermore, the election variable does not have a significant impact on spending except for a positive and significant impact on social security spending after reunification. On the other hand, the coalition government and the proportion of public employees variables have strong and positive impacts on total spending and several sub-policy categories after reunification. The deficit ratio variable is found to have a positive and significant impact on total spending and public safety spending after reunification. Lastly, using a traditional expenditure ratio and a composite ratio to measure fiscal decentralization, this study finds that after reunification there is a trend towards fiscal centralization in total spending and social security, economic services, health, and public safety spending.
- An Evaluation of how Federal Advisory Boards Operationalize Congressional Intent of Transparency, Financial Efficiency, and Balanced MembershipBrandell, James Francis (Virginia Tech, 2019-05-03)The intention of this dissertation is to understand how federal advisory boards are operationalizing Congressional intent of transparency, financial efficiency and balanced board membership. When Congress passed the Federal Advisory Commission Act (FACA) in 1972, these three values were intended to help add legitimacy to the operation advisory boards. Advisory boards have been in use on the federal level since the first term of President George Washington, and they provide valuable expertise on a wide variety of subjects for the government. Currently, over 1,000 advisory boards are operating across the federal government with nearly 25,000 people participating. Collectively, annual operations of these boards approaches a half billion dollars. In the years leading up to the passage of FACA, Congressional hearings revealed deficiencies across federal departments with transparency of advisory board operations, spending practices, and appointment processes which threatened the legitimacy of their use. The FACA law was intended to bring legitimacy back to boards' operation by requiring more transparency, financial efficiency and balance in viewpoints on board appointments. With the law more than 40 years old, this dissertation explores how advisory boards today are operating is relation to the values Congress laid out in legislation. A quantitative exploration was conducted to assess the fidelity to the Congressional values by using publicly available data points. A sample of the 1,000 operating advisory boards was used to conduct the research. Using the results of the quantitative exploration, six case studies were selected for additional examination. Three cases were selected by a systematic method based on the quantitative data, and three additional cases were selected by the unique results from the data. A dozen policy changes were suggested as a result of the quantitative and qualitative examinations to better align present day operation of advisory boards with the Congressional intent. This study may be useful to policymakers who have oversight on advisory board operations.
- An Examination of the Privacy Impact Assessment as a Vehicle for Privacy Policy Implementation in U.S. Federal AgenciesPandy, Susan M. (Virginia Tech, 2013-02-13)The Privacy Act of 1974 was designed to protect personal privacy captured in the records held by government agencies. However, the scope of privacy protection has expanded in light of advances in technology, heightened security, ubiquitous threats, and the value of information. This environment has raised the expectations for public sector management of sensitive personal information and enhanced privacy protections. While the expanse of privacy policy implementation is broad, this study focuses specifically on how agencies implement privacy impact assessments (PIAs) as required under Section 208 of the E-Government Act of 2002. An enhanced understanding of the PIA implementation process serves as a portal into the strategic considerations and management challenges associated with broader privacy policy implementation efforts. A case study of how the U.S. Postal Service and the U.S. Department of Veterans Affairs have implemented PIAs provides rich insights into privacy policy implementation and outcomes. Elite interviews enriched by process data and document analysis show how each organization undertook different approaches to PIA implementation over time. This study introduces the sociology of law literature using Lauren Edelman's conceptual framework to understand how organizations respond to and interpret law from within the organization, or endogenously. Building upon Edelman's model, certain characteristics of the PIA implementation are analyzed to provide rich description of the factors that influence the implementation process and lead to different policy outcomes. The findings reflect valuable insights into the privacy policy implementation process and introduce the sociology of law literature to the field of public administration. This literature furthers our understanding of how organizations enact policy over time, how the implementation process unfolds and is impacted by critical factors, and for identifying emergent patterns in organizations. This study furthers our understanding how privacy policy, in particular, is implemented over time by examining the administrative capacities and levels of professionalism that are utilized to accomplish this effort. This research comes at a critical time in the context of the emerging legal and political environment for privacy that is characterized by new expectations by the public and the expanding role of government to manage and protect sensitive information.
- An Exploration of Inclusive Management Practices: Through the Lenses of Public ManagersSpencer-Gallucci, Jessica Lee (Virginia Tech, 2020-12-07)An Exploration of Inclusive Management Practices: Through the Lenses of Public Managers Jessica Lee Spencer-Gallucci ABSTRACT This study explores how public managers think about and understand the practices of inclusive management (IM) in the workplace. Specifically, the research explores the lived experiences and perceptions of public managers and their implementation of inclusive management practices. The federal government is among the largest employers in the United States. Past and present presidential administrations recognize the importance of employee inclusion, engagement, and performance management as the foundations for building and sustaining the 21st-century workforce. This dissertation explores the intersection of inclusive management and diversity management. Although inclusive management practices have evolved into diversity management programs, government organizations continue to contend with implementing complex, inclusive practices in the workplace. Executive Order 13583 (2011) established a coordinated government-wide initiative to promote diversity and inclusion in the federal workforce. Changes in inclusive legislation and policies in President Trump's 2019 Management Agenda and the Office of Personnel Management's Strategic Plan 2018–2022 may indicate a shift in diversity and inclusion priorities. The Strategic Plan directs the Office of Personnel Management to provide federal supervisors enhanced public management tools that allow success in the workplace. As in previous years, the 2019 Federal Employee Viewpoint Survey (FEVS) identified areas of concern in the workplace. Respondents expressed concerns about how their agency evaluates job performance, processes, merit promotions, and respondents' ability to influence organizational practices. Respondents also were concerned the results of the survey will not improve workplace practices. This research explores the meaning and understanding of inclusive practices through the lenses of eight public managers. Although relying on eight interviews limits the study's generalizability, closely focusing and reflecting on a handful of distinctive voices, this study enabled a greater sensitivity to the lived experiences described by study respondents. The research examines the massive changes taking place in workplaces and societies. The narrative inquiry explored the question: How do public managers and leaders think about and understand inclusive management practices? The literature review guiding the study focuses on theories and concepts related to inclusive leadership, inclusive management practices, inclusion and diversity programs, and theory-to-practice models. Analyzing the eight participants' lived experiences provide a meaningful way of identifying patterns or different ways of doing the same things with inclusive practices, public managers' motivation, and professional training. Overall, inclusive management studies linked historical knowledge of inclusion with current inclusive management practices to enhance public management in the 21st century. The accumulated experiences and perceptions of participants in this study contribute to the existing knowledge of inclusive management practices. The research expands the landscape of inclusive concepts, theories, and practices by focusing mainly on public managers' lived experiences and inclusive management views. This study's results indicate the participants' actions align with the literature related to inclusive leadership concepts and the value of employees' perception of belongingness and uniqueness in the workplace.
- "Exploring the Dimensions of Organizational Capacity for Local Social Service Delivery Organizations Using a Multi-Method Approach"Bryan, Tara Kolar (Virginia Tech, 2011-12-07)Organizational capacity is a concept that has garnered increased attention from the public and nonprofit management literature in recent years. Capacity, broadly defined as the ability of an organization to fulfill its goals, has been of particular focus of scholars interested in understanding the variables that impact organizational performance. Despite the increased focus on organizational capacity in the literature, the concept remains vague. Given the fuzziness of the concept of capacity, there is much opportunity to contribute to the field's knowledge and measurement of the concept. This dissertation adds depth to the capacity literature in public and nonprofit management by identifying, describing and measuring the different dimensions of capacity relevant to local social service delivery organizations. Utilizing a two-phase sequential mixed method design including both interview and survey data, the findings suggest that organizational capacity consists of a number organizational resources and capabilities that impact the functioning of the internal organization as well as its relationships with other relevant organizations and external stakeholders. In particular, six dimensions of capacity were identified: human resource, financial resource, information technology, knowledge, stakeholder commitment, and collaborative. The survey results indicate that the six dimensions are connected to the theoretical construct of organizational capacity. However, results from the discriminant validity tests of the six subscales are mixed. This finding implies that these dimensions represent broad constructs that impact the other dimensions directly. This finding also highlights the challenge of defining and measuring discreetly the specific dimensions of capacity. Future research should examine these discrepancies in order to further disentangle capacity as a theoretical construct.
- From Collaborative Creation to Implementation: The Evolution of a Contract for a Model Program to Finance Child WelfarePrice-Rhodes, Melony Anne (Virginia Tech, 2009-04-03)Because of on-going reform efforts, rapidly changing business environments, and increasing demands for government services while reducing expenditures, organizations realize government is challenged with social welfare problems that cannot be effectively tackled utilizing our traditional bureaucratic structures. Organizations must work across traditional organizational boundaries to implement reform efforts that reduce the size of government, operate more efficiently, reduce fiscal stress, and employ market-like mechanisms. Government reform efforts are not new; universities, to include Virginia Tech, play a large role in reform activities. Also playing a prominent role in government reform efforts are contractual relationships; these relationships continue to increase. Virginia Tech, through the implementation of the Federal Reimbursement Unit (FRU), has had a long-term contractual relationship with a local government in implementing government reform, specifically in the implementation of a unique model program to maximize local revenues to finance a child welfare program. The goal of the program is to use less county tax dollars to support children in foster care, and provide a seamless process in maximizing resources from federal entitlement and state programs. While contracts have played a major role in reform efforts for many decades, long-term contract relationships are not fully explored in the literature. There is much more to learn about the relationships, and their role in reform, specifically how contracts evolve over time. Using a single case study design, this research explored the evolution of a long-term contract involving collaborative activities between a state university and a local county through the implementation of this unique model program. Interviews provided the primary method of data collection with experts in the child welfare field. The research explored key factors in the model program that led to the implementation and evolution of the contract with a focus on selected elements of the popular New Public Management (NPM) form of governance and interagency collaboration. The results identify multiple collaborative and selected NPM elements that existed in the implementation and subsequent evolution of the contract. These selected elements may not be present in other long-term contracts; however they played a significant role in the implementation and evolution in this research.
