- Doing Away With DebtThe Education Trust-West (The Education Trust West, 2013-02-01)America’s financial-aid system has become almost impossible to navigate and burdensome for those who need it most. Tuition and fees rise unabated, forcing almost half of college going students to borrow. Low and middle-income students are taking on frightening levels of debt. Bachelor’s degree recipients who borrow leave school with an average of $26,600 in debt, often substantially more, and over 100,000 students are shut out of college each year with cost acting as a major limiting factor. We must and can do better for students willing to work hard to learn their way into the middle class. In this report, The Education Trust proposes a college aid redesign – consolidating and targeting at least 10 grant, loan, and higher education related tax programs – separate from the Pell Grant program – to finance a “no debt” guarantee to students from low-income families and a “no interest loan” guarantee to students from middle and upper-middle income families. Reallocated funds would flow to states for distribution to their institutions of higher education and high schools to increase college completion, reduce student debt, and close education opportunity gaps.
- Equity Alert: Improving Cal Grant EquityThe Education Trust-West (The Education Trust-West, 2018-12-13)This report provides an overview of why each of these issues are critical to address, describing current limitations of the Cal Grant program and providing recommendations that state policymakers can immediately advance. The California Student Aid Commission took an important step forward when it passed a motion directing staff to work with legislators to address each of these fixes. Now, it’s up to legislators and other state leaders to make these equity centered policy reforms a reality. Working together on these improvements, the Cal Grant program can help all qualified students access and succeed in our colleges and universities.
- From Good to Great – How to Maximize Equity in California’s Statewide Free College ProgramThe Education Trust-West (The Education Trust-West, 2018-10-05)A “free college” movement is sweeping the nation and taking hold in California. Adopted last year and funded this year, the California College Promise program gives community college districts flexible spending that they can use to help ease the financial barriers students face, including tuition. However, while “free college” is a catchy phrase and an admirable goal, the true cost of college goes beyond tuition. This report provides eight key criteria to use in assessing the level of equity within a free college program, and finds that California has room to improve the program in five of the eight areas.
- Getting Community College Student Success Funding RightThe Education Trust-West (The Education Trust-West, 2018-03-29)In his proposed budget for 2018-19, Governor Jerry Brown included a proposal to fund the state’s California Community College system more equitably. The new formula would allocate resources to community college districts based more on student needs, along with incentivizing programs and practices that increase student success and completion in higher education. This report states how equitable funding models in higher education can work and how advocates can get engaged as policymakers discuss and decide on how to fund California’s community colleges.

The report finds that while the over 3 million Latino students in K-12 schools are the majority of California’s 6.2 million K-12 population, and nearly 1 million Latino students are in California’s public colleges and universities, these students continue to face troubling inequities from early learning through higher education.
