The behavior of regulatory commissions: a case study of the Virginia State Corporation Commission

During the past century in the United States there has been a considerable increase in the public control of economic activity. Today, each of the states engages in some form of public utility regulation, and in addition, there are several federal agencies which are charged with the regulation of various segments of the economy… We conclude that extensive research remains if we are to be able to adequately explain and predict regulatory behavior, and we offer several suggestions for the scope and direction of that research.
