This thesis cannot and does not propose a solution to the problem of the redevelopment of the 0 Street Market site, Washington, D.C. It is the conviction of this writer that, for a viable solution to emerge, the community affected must be intimately involved in the design process. It is only through participation that commitment to the solution and to the community and city as a whole can be generated and that inherent error in statistical data can be screened out. This thesis statement has not grown out of such a collective search but rather from an individual exploration and thus lacks strong potential for implementation. Furthermore, since this exploration entered into the redesign process after analyses of the problem were made and proposals and negotiations initiated, the goal is rather to present an image that is antithetical to those generated to this point and thus invigorate dialogue and the search for alternatives.
