This document presents the evaluation framework that the Virginia Tech Transportation Institute (VTTI) has prepared for Phase II of the Virginia Department of Transportation's (VDOT) I-81 ITS Model Safety Corridor Program, more commonly referred to as the I-81 ITS Program. The document also includes a description of the I-81 ITS Program, how this evaluation framework was developed, and who has been involved.
