Abstract

Under the terms of the agreement, control over access to resources became the responsibility of the forest management committees and sub-committees set up for each trail leading into the forest. The Park rangers' role is to undertake awareness-raising on conservation values, assist in monitoring resource use and take legal action where necessary. They are not to arrest illegal resource users in the first instance, but refer these to the Forest Management Committee.
