This report suggests that California’s government should make the necessary investments and be committed to implementing bold reforms to California’s higher education systems so that the students and state thrive. The government should establish a statewide attainment goal that closes racial equity gaps in college opportunity, create a strong data system, and establish higher education coordinating body.
