The origin and meaning of stakeholders and of stakeholder analysis are sketched. A conceptual framework is proposed as a template to relate two common situations: those in which stakeholders share enough consensus around an issue to collaborate and those stressful situations in which conflict is a given reality and stakeholders may not be certain about the value of joint decision-making or negotiation.
