The proposed framework moves away from prescriptive, task-specific itemization towards a conceptual approach anchored by 6 threshold concepts: Authority is Constructed and Contextual, Information Creation as a Process, Information Has Value, Research as Inquiry, Scholarship Is a Conversation, and Searching Is Strategic.
