Now, seven years two phases and two external evaluations later, the project has achieved considerable integration among objectives, strategies, activities and partners, such that it is often difficult to discern where one element ends and another begins. Such integration, a key element in ICDP development, poses particular challenges to monitoring and evaluation practitioners.
