The population of this study consisted of 31,998 full-time and part-time teachers assigned to 1,252 Virginia public elementary schools during the 1975-1976 school year. The sample of this study was set at 600 full-time and part-time teachers assigned to 120 Virginia public elementary schools during the 1975-1976 school year. Three instruments, the Personal and Situational Data Form, the Decision Locator Questionnaire, and the Purdue Teacher Opinionaire, were used for collecting data for this study.
