- Contextual Factors Influencing the Adoption of Physical Activity Direct Education and Policy, Systems, and Environmental Change Initiatives by Virginia EFNEP and SNAP-Ed StaffBrooks, Austin; Young, Gabrielle; Misyak, Sarah; Johnson, Meredith Ledlie; Serrano, Elena L. (Elsevier, 2023-11-28)Objective: To explore factors influencing the adoption of direct education programs and policy, systems, and environmental (PSE) change initiatives focused on physical activity for Supplemental Nutrition Assistance Program-eligible audiences by Virginia Expanded Food and Nutrition Education Program and Supplemental Nutrition Assistance Program-Education (SNAP-Ed) staff. Methods: Online survey with Expanded Food and Nutrition Education Program and SNAP-Ed peer (paraprofessional) educators (n = 28) and SNAP-Ed agents (master of science level) (n = 9) in Virginia. Descriptive statistics were computed for sociodemographic characteristics and responses to questions on the basis of Likert-type scales. Exploratory factor analyses were run to identify the underlying structures of the different variables. Results: The main factors for peer educators were related to substituting nutrition programs or content for physical activity programs. Other factors included staff qualifications and expectations about leading vs teaching physical activities. For PSEs, the top factors were the capacity to reach many community members, attract new partners and stakeholders, and personal interest in the PSE. Conclusions and Implications: The results provide insight into potential barriers and motivators for adopting physical activity education and PSEs within community-based initiatives and can be used to inform program planning and staff training. Additional research is warranted to examine other factors influencing the adoption and implementation of physical activity programs and PSEs.

(Extension Journal, 2015-08)The study reported here describes a Virginia Family Nutrition Program's target population's perceptions of barriers to using a farmers market to access local foods. Mothers from a rural county photographed their shopping experience. Using a photo elicitation process to develop themes related to food access, the mothers identified barriers to shopping at farmers markets. The results can provide guidance to agents, program assistants, and farmers market coordinators on promoting use of farmers markets by low-income populations. The development of experiential learning opportunities to overcome barriers is critical if farmers markets are encouraged as an avenue for promoting healthy eating.

(2021-04-01)The COVID-19 pandemic has affected the food system, increasing barriers to food access and exacerbating food insecurity across the U.S. The Virginia state government initiated a stay-at- home order to help reduce the spread of COVID-19. Prior to the pandemic, the Virginia Fresh Match (VFM) Nutrition Incentive Network partnered with food retail outlets to provide Supplemental Nutrition Assistance Program (SNAP) participants point-of-purchase incentives (e.g., Double Up Food Bucks, SNAP Match), which function as matching discounts on fresh fruits and vegetables (F/V). These can enable participants to increase their purchasing power and potentially reduce food insecurity. In response to COVID-19, VFM removed the limit on incentive discounts (previously $101) to further incentivize the purchase of fresh F/V by SNAP participants. This study sought to characterize the purchasing patterns of SNAP participants at a food co-operative (co-op) partnered with VFM before and during the Virginia stay-at-home order. A total of 654 transactions at the co-op were included. Independent t-tests were utilized to determine differences before and during the order. The results indicated a significant increase in the mean incentive discount received during the order (pre-shutdown=$3.95, inter-shutdown=$5.01, p=0.035); however, simultaneously there was a decrease in the mean number of fresh F/V purchased (pre-shutdown=3.08, inter-shutdown=2.39, p=0.015). Although F/V purchases decreased, the presence of unlimited point-of-purchase incentives at the food co-op may have helped prevent a greater decline in fresh F/V purchases and helped increase access to fresh F/V in this population during the onset of the COVID-19 pandemic.
