- Do Qualified Allocation Plans Influence Developers' LIHTC Siting Decisions: The Case of Access to High-Performing SchoolsShanholtz, Spencer A. (Virginia Tech, 2016-12-19)The study analyzed variation among low income housing tax credit (LIHTC) allocation policies as outlined in state qualified action plans (QAP) and their impacts on the siting patterns of LIHTC properties in proximity to high performing schools. The study was performed nationwide across 37 states and controlled for factors relevant to the development location decision using census-based population characteristics and LIHTC property attributes. The purpose was to determine the effectiveness of LIHTC QAP allocation policies in motivating developers to site their developments near high-performing schools. QAPs typically use points when awarding tax credits competitively, and this study focused on points awarded for (1) access to high quality schools, (2) access to any schools, and (3) location in areas with attributes expected to correlate strongly with high quality schools. Multi-level linear modeling estimated that points for access to any schools had a significant and positive effect on location in a high performing school's catchment area, but other allocation policy variables had no significant effects. The findings inform readers about the ability of current allocation policy to influence developer actions, and discussion centers on policy recommendations and the need for further research.
- HIEE Energy Burden Brief 2022Jones O'Brien, Melissa (2022-05-12)Approximately 718,684 Virginia households pay more than six percent of their household income for electricity and other fuel costs. About 30 percent of these households, 210,344, have low incomes and among the highest energy costs (top 25%) for their region. These households are excellent candidates for energy efficiency interventions including weatherization and home energy upgrades, mobile home replacement, and/or opportunities to move to a more energy efficient and comfortable residence. Efforts to provide these households with more energy efficient residences would achieve dual goals of freeing up household income to meet other needs and conserving costly energy resources. VCHR analyzed energy costs, energy burden, and household characteristics that contribute to high energy costs and energy burden to prepare estimates of where households with high energy costs live. Though there are households with high energy costs and energy burdens throughout the state, these estimates highlight where large numbers of households with high energy costs are concentrated and where public investments are likely to have the greatest impact for individuals and communities.

- Toward an Understanding of the Effect of Market Share on Median Home Sale PriceDuryea, Judson Busse (Virginia Tech, 2018-06-28)This study analyzes the market share of the top 10 home builders in nine Metropolitan Statistical Areas, along with fourteen other independent variables, to find a statistical relationship with median home sales price. Through a stepwise regression of the independent variables it is determined that there is no correlation between median home sale price and market share of the top 10 home builders. In the stepwise regression two variables are found to be correlated to median homes sales price: Owner Occupancy Percentage and Residential Construction Wages, a data point compiled for this study. A linear regression is run between market share of the top 10 and median home sale price and no correlation is found.
- Town of Vinton Housing Market StudyJones O'Brien, Melissa (2022-11-30)The Virginia Center for Housing Research (VCHR) conducted a basic, targeted housing market study for the Town of Vinton to evaluate housing affordability and availability for Vinton residents and for employees working in Vinton. Given limited time and resources, the VCHR study compared housing availability and affordability by occupation in the Vinton market, identifying high-demand and missing housing types and price points. The organization examined housing variety by number of bedrooms, housing type (i.e., single-family, single-family attached, or multifamily housing), tenure (i.e., renter or owner), and housing age to identify underrepresented types. Housing types were further analyzed in the context of current market preferences as observed in the trade literature. Finally, a housing affordability gap analysis was conducted to identify critical gaps that may limit community health and economic development.
