- Application of cost benefit analysis to the expanded food and nutrition education programSharman, Katherine L. (Virginia Polytechnic Institute and State University, 1988)In 1981, President Ronald Reagan issued Executive Order 12291 which requires Federal agencies to perform benefits assessments of proposed major regulations and prohibits them from taking regulatory action unless potential benefits exceed potential costs to society. A review of welfare economics literature and applications of the CBA model to health, education, and nutrition is presented. CBA for use in the Cooperative Extension Service Expanded Food and Nutrition Education Program (EFNEP) is then systematically examined using the following criteria: 1) theoretical considerations - can the economic criterion appropriately be applied to EFNEP?; and 2) application of the CBA model - can it be made operational? Following the critique of application of CBA to EFNEP, conclusions are drawn as to the appropriate use of CBA or alternative techniques in evaluating EFNEP and similar programs.

(Virginia Cooperative Extension, 2015)Introduction and Background: Virginia Cooperative Extension hired 100 new agents from 2011 to 2014. This study was initiated to determine professional development needs for these early career agents, many of whom are also members of the millennial generation. The hope was that by developing professional development programs to specifically meet the needs of these new agents we may contribute to their career longevity and success. The study consisted of a series of focus groups in which a representative sample of agents hired in the past three years provided information, initially for use in a system-wide electronic survey. However, as the research team reviewed the findings it was determined that there were significant improvements that could be identified and made based on the current findings without support from the system-wide survey. Therefore, the plan for the survey covering all topics was abandoned. What has evolved is a series of recommendations to support career longevity in a collaborative environment, taking into consideration the work-life integration and professional development needs of Extension professionals within Virginia Cooperative Extension. This document serves as a summary of findings and recommendations that have resulted from this process.

- A text development process to improve the comprehensiblity of educational textRisdon, Penny (Virginia Tech, 1990)Staff of the Cooperative Extension Service develops and distributes educational publications to inform the public of practical applications of research information. However, many of these publications are written in a technical style that makes them difficult for the average 4-H member and adult leader to understand the subject matter presented. The purpose of this study was to investigate a systematic process for improving the understanding or comprehensibility of these educational publications. A model of a publication development process based on learning principles was created. This study investigated the effectiveness of the model with Extension subject-matter specialists developing publications for 4-H youth. Specifically, this study was conducted in three parts: the model of the text-development process was taught to subject-matter specialists; the specialists in turn used the model to develop educational texts for 4-H youth; and finally comprehensibility testing of the text passages produced by the specialists with 4-H youth members and adult leaders was conducted. This study confirmed that the utilization of learning principles within the text-development process can improve the comprehensibility of subject matter information presented in Extension educational publications.
