- African decentralization: Local actors, powers and accountabilityRibot, J. (Geneva, Switzerland: United Nations Research Institute for Social Development, 2002)This review samples the rapidly expanding literature on decentralization in Africa. It examines design and implementation issues emerging in decentralization and identifies fruitful areas for policy research and analysis in this critical governance domain. From the review of the literature, it appears that decentralization is not taking the forms necessary to realize the benefits that theory predicts, because it fails to entrust downwardly accountable representative actors with significant domains of autonomous discretionary power. The decentralizations under way differ in terms of the level of legal reform involved; the scale and number of layers of local government; the kinds of local authorities being engaged and developed; the mix of powers and obligations devolved; the sectors involved; the nature of the enabling environment; and the motives of governments for launching the reforms in the first place. These variables are examined with respect to how they shape expected outcomes.

- Weex dunx and the quota: Plucking local democracy in SenegalRibot, J. (Washington, D.C.: World Resources Institute, 2008)Created after extensive research into the commodity chain of charcoal in Senegal, this educational video showcases how policy reform in Senegal failed to deliver on its promise to allow forest peoples to benefit from their natural resource. While a 1998 law gave community leaders "veto" power over whether or not outside patrons could harvest from community forests, the video demonstrates how the forest service and charcoal patrons have colluded with one another to pressure these community leaders to sign harvesting orders despite the wishes of their communities. This video complements a speech and working paper from WRI on how Senegalese reform failed to provide promised benefits for the people.
