- Analysis of Policy Reforms in the New Zealand Forest Manufacturing SectorGrebner, Donald L. II (Virginia Tech, 1998-04-10)New Zealand experienced dramatic restructuring programs after the Labor party won the national elections in 1984. Deregulation of price controls, removal of the log export ban, and privatization of public assets were the main shocks to the forest sector. The purpose of this paper is to analyze the impacts of these reforms on wood and paper industry cost, production, and cost efficiency. Unlike previous work, the effects of privatization and deregulation are compared to determine which shock had the most influence on the forest sector. Results show that production decreased, total cost increased, and cost efficiency decreased after deregulation for the sector, and that deregulation was more significant than privatization for the wood and paper sectors. In particular, removal of the log export ban had the greatest impact, while privatization had little effect on industry production and cost. This suggests that countries with comparative advantages in wood processing who implement deregulation or privatization may suffer through a short term period of lower cost efficiency as the economy adjusts to higher input costs in those sectors. In New Zealand's case, the adjustments most likely affecting efficiency have been investments in new technologies, which require time to attain maximum efficiency. The results are contrary to other studies that have predicted increased efficiency as a result of privatization.
- Analysis of the Efficiency, Equity, and Adequacy of a Forest Site Value TaxCostello, Scott Thomas (Virginia Tech, 1997-07-28)Forest property taxes play an integral role when private landowners make land use and management decisions. Economists often suggest that taxes should be neutral, thus causing no change in land use or management decisions compared to the pre-tax condition. The traditional ad valorem property tax has long been criticized, particularly as it pertains to forestry, because of its distortionary properties and inherent bias against long-rotation investments. Alternatives to the traditional forest property tax include current use assessment, productivity, yield, and site value taxes. The site value tax is a property tax on the market value of bare land only, exempting improvements. In theory, the site value tax has been championed as the only neutral property tax alternative; however, in actual application, a forest site value tax may prove to be non-neutral and, by certain measures, inequitable. The degree of the tax's neutrality can be linked to the method of tax administration and the ability of assessors to accurately determine bare land market values for a wide range of site qualities. This paper reviews literature on forest property tax alternatives and theoretically examines the efficiency of an applied forest site value tax. The adequacy and equity of a proposed forest site value tax are examined in detail and compared for two study areas: Western Oregon and Alabama; in light of local governmental budget constraints. Although the site value tax may represent a less-distortional vehicle for collecting local taxes, it is unlikely to be politically or administratively feasible. Also, given the existence of other distortions in the economy, a site value tax may not prove to be the most efficient tax in application, despite its neutral properties.
- Assessing community values of National Park Service units in VirginiaGrow, York Douglas (Virginia Tech, 1993-06-05)In an effort to increase understanding of social values connected with natural resources, a methodology was developed to identify and assess community values of 14 National Park Service (NPS) units in Virginia. The methodology used a qualitative research approach which emphasized meaning and understanding. Numerical analyses were used where appropriate. This thesis reports the design, application, and evaluation of the methodology. Representatives of the NPS, local government, and chamber of commerce were chosen to provide a broad-based perspective of community values. Time and budget constraints excluded the use of a random survey. Interviews using open-ended questions elicited comments about various topics related to community values. The survey results were used to quantify the relative importance of services and contributions of the NPS units. The survey indicated relatively high importance of educational and cultural/historical contributions to all groups. Active recreation pursuits and social activities were least important. Differences in perceived contributions between NPS personnel and the community (local government and chamber of commerce) were greatest in the education, economic, and cultural/historical categories. NPS personnel always indicated a higher value in the education and cultural/historical categories and the community indicated higher value in the economic category. Comments received were analyzed by categorizing and examining them for common themes. Common themes were found in the areas of land use, education, psychological benefits, and interactions between the NPS and community. Many of these themes included values recognized by NPS personnel and community representatives. Key differences include land development buffer and psychological benefits that were perceived to be greater by community representatives. The results of the survey and interview comments enhanced understanding of the types of community values associated with NPS units and how they affect public perceptions of the NPS. Evaluation provided feedback to improve the methodology in its future applications to NPS units in other states or regions and for other preserved cultural and natural landscapes. Suggestions are given for future research to examine specific community values which this study identified.
- Assessing the Cost and Operational Feasibility of "Green" Hardwood Winter Inventory for Southeastern Pulp MillsGallagher, Thomas V. (Virginia Tech, 2003-05-23)Procuring hardwood pulpwood during the winter months for a pulp mill in the Southeast can be difficult. Saturated soils and low soil strength make logging difficult or impossible on many sites, forcing companies to store large volumes of hardwood pulpwood in woodyards for retrieval during wet weather. Hardwood fiber readily available in large volumes on ground that is operable during wet periods at a location near the pulp mill could provide a valuable alternative wood source. Thus, the objectives of this study are to 1) develop a decision model for a manager to use to determine the feasibility of strategically located, intensively-managed, short-rotation hardwood fiber farms as pulp mill furnish, 2) use the model to estimate wood costs for a hypothetical eastern cottonwood plantation, and 3) use the model to determine if a fiber farm grown on drier, upland sites ("green" inventory) could be used to reduce woodyard winter inventories and economically supply a nearby pulp mill during a wood shortage, thus reducing high cost, emergency "spot market" wood purchases. The decision model is incorporated in a spreadsheet and includes all the costs typical for a fiber farm. The model is tested using current establishment and management costs from the literature and yields from an experimental fiber farm in the southeast. Under current yields, delivered costs from the fiber farm averages $71/ton. With potential increased yields that could occur with genetic improvements and operational optimizations, delivered cost for fiber farm wood could be reduced to $56/ton. In comparison, the highest cost wood purchased by the three cooperating pulp mills during the study period was $50.23/ton. The net present values of a fiber farm as "green" inventory were determined using actual wood cost and inventory levels from three cooperating southeastern pulp mills. For the "green" inventory analysis, all three pulp mills would have lowered their overall wood cost using a fiber farm (with higher yield) as "green" inventory, primarily by reducing the amount of wood required as dry inventory on woodyards. Savings accrued during "dry" years offset the higher cost of hardwood plantation deliveries. A sensitivity analysis was performed to determine the optimal size fiber farm for one of the cooperating pulp mills and indicated that 800 acres would be the most beneficial.
- China's Paper Industry: Growth and Environmental Policy during Economic ReformXu, Jintao (Virginia Tech, 1999-07-07)This dissertation examines the performance of China's pulp and paper industry under environmental regulations, and reflects on the implementation of the regulations, and especially on market-based instruments. The dissertation includes two empirical chapters: one uses a frontier production function model to examine the impact of China's environmental policy on paper mills' environmental as well as efficiency performance; the other derives shadow prices for pollutants for the same group of mills, based on a distance function model, to examine the efficiency performance of current pollution control policy and the degree of regional variation in the policy enforcement. The basic conclusion from the first empirical chapter is that the economic instrument-pollution levy system-can be an effective tool in inducing polluting mills to abate their pollution, and there is no strong evidence that the instrument adversely affected the mills' efficiency performance. The reason that the pollution problem is not lessening over time can be largely attributed to allocative inefficiency and regional disparity in policy enforcement, as is demonstrated by the second empirical chapter. These results should point future policy in the direction of better enforcement and/or the trial of a tradable permit system.
- Comparing linear programming and mixed integer programming formulations for forest planning on the Naval Surface Weapons Center, Dahlgren, VirginiaCox, Eric Selde (Virginia Tech, 1993-02-05)This research project examined the ability to combine spatial data analysis and mathematical programming techniques in developing a multiple-use land management plan for a public forest in northeastern Virginia. Linear programming-based timber management scheduling models were constructed utilizing the Model I formulation of Johnson and Scheurman (1977). The models were formulated as mixed strata-based, area-based models (Johnson and Stuart 1987) that maximized present net worth subject to a fixed timberland base, an ending inventory requirement, workload control restrictions, and harvest volume control restrictions. The linear programming-based models which incorporated spatial data analysis capabilities were solved using mixed-integer programming. The model was used to assess the costs of implementing spatial restrictions designed to address forest resource management concerns, in particular, timber production and reserve status acreage for wildlife habitat purposes. The impact of imposing alternative spatial stand allocation requirements and different levels of reserve status acreage was evaluated by measuring the cost in terms of reductions in the present net value (PNV) of timber benefits and timber harvest volumes. The results indicate that the optimal solution value is more sensitive to the level of reserve status acreage imposed on the model than to the spatial restrictions for stand allocations placed on the model.
- Competitive strategy and structure in the United States wood household furniture industryForbes, Craig L. (Virginia Tech, 1995-02-05)A multivariate measure of Porter's (1980) dimensions of competitive strategy was used to determine the competitive structure of the U.S. wood household furniture industry. Firms were categorized into strategic groups using hierarchical agglomerate cluster analysis based on factor scores. Cluster analysis resulted in a differentiation, an overall low cost, and a focus group (which appeared as a sub-group of the differentiation group). No differences (based on MANDOVA) were found between strategic groups based on performance (ROA or growth), or between firms with a distinct strategic orientation and those that appeared to be "stuck in the middle" (Porter 1980, p.41). Firms were asked to predict changes in their strategies over the following five years (1993 to 1998). The overall low cost group predicted increased emphasis primarily on the differentiation dimension, the differentiation group predicted increased emphasis on the focus dimension and the focus group predicted greater emphasis would be placed on the overall low cost and differentiation dimensions. Three firms chosen based on their close proximity to strategic group centroids were studied through case analyses to detennine how these firms operationalize their intended strategy. The firm classified as a differentiation strategist: emphasized product style and company image, and was very customer-oriented. The overall low cost firm's strategy involved manufacturing generic products exhibiting mass appeal and offering these products at the lowest cost. The focus firm aggressively targeted a particular market segment to achieve competitive advantage. The structure of the industry was investigated based of value of shipments during 1993. Over 60% of reported shipments were targeted toward a medium price point. Nearly 85% of shipments were from the largest 25% of responding firms. The majority of furniture shipped by respondents was bedroom furniture, followed by dining room furniture (19%) and occasional tables (11 %). Over one third of reported shipments were through local and regional full line furniture stores. Other important channels of distribution were national furniture chains (20% of total shipments) and discount chains, department stores and mass merchants (14%). Of the total reported value, 6.0% were exported, 15.6% were consumer ready-to-assemble (RTA) furniture and 16.9% were new products.
- Cost share payment and willingness to participate in Virginia's Pine Bark Beetle Prevention ProgramWatson, Adam (Virginia Tech, 2011-05-04)Forest management practices which reduce southern pine beetle (SPB) risk benefit not only the landowners who perform them, but all those who draw benefits from southern pine forests in Virginia, especially other forest owners within the same region. One such management practice is pre-commercial thinning (PCT), which is particularly unattractive to non-industrial private forest (NIPF) landowners because of the substantial costs and delayed financial returns involved. Since the benefits to society generated by PCT are not fully realized by the individuals who might implement it, there may be a market externality in which PCT is underprovided across the landscape. The Pine Bark Beetle Prevention Program (PBBPP) has the potential to correct this externality by reimbursing a portion of the costs of PCT for landowners who qualify. However, cost share incentives have been criticized for being ineffectual on the basis that landowners substitute publicly funded reimbursement for private investment, without altering their management practices. To investigate the effect of the PBBPP cost share for PCT, a survey was sent to 1,200 NIPF landowners in seven counties across the Piedmont and Coastal Plain physiographic regions of Virginia, where southern pine is prevalent and SPB hazard is a relevant concern. To measure willingness to participate in the program, a referendum style question was used in which the offered cost share ranged from 20% to 90%. Results of discrete choice models estimated from survey data indicate that cost sharing has a significant, positive effect on willingness to participate overall, though increasing reimbursement above 60% is unlikely to affect participation. Some landowners are not responsive or are less responsive to cost sharing due to personal and property characteristics.
- Costs of Reclamation on Southern Appalachian Coal Mines: A cost-effectiveness analysis for reforestation versus hayland/pasture reclamationBaker, Katherine (Virginia Tech, 2008-04-24)The two most common options for post-mining land uses in the southern Appalachians are forestry or hayland/pasture. Hayland/pasture has become the predominant reclamation type due to ease of establishment and strict regulation standards requiring quick and dense erosion control by herbaceous cover. Recently, more landowners have become interested in returning mined land to an economically valuable post-mining land use, such as forestry. Landowners are becoming more aware of the possible future profits from timber stand harvests, as well as other benefits (monetary and aesthetic) derived from a forestry post-mining land use. Although hayland/pasture lands can provide economic returns through forage and grazing rents, many post-mining pasture lands are left fallow, with no economic returns being gained. Current research has provided the biological and technical information needed to reclaim mine lands to productive forest stands and achieve bond release. Cost information though has been lacking, or variable at best. The purpose of this study is to understand the processes of reclamation for both forestry and hayland/pasture, and calculate detailed cost estimates for both reclamation types. Total costs of reclamation are determined using a cost engineering method, in conjunction with Office of Surface Mining Regulation and Enforcement bond calculation worksheets. In Kentucky, Maryland, Pennsylvania, Tennessee, Virginia, and West Virginia, hayland/pasture reclamation is more costly on a per acre basis. The cost of hayland/pasture reclamation is greater than the cost of forestry reclamation by $140 per acre to $350 per acre. In Ohio, forestry reclamation is more expensive by nearly $60 per acre. Grading costs are four times as costly for hayland/pasture reclamation, as compared to forestry reclamation. Pasture reclamation requires more grading passes to prepare the seedbed, requiring four passes. Forestry reclamation typically involves only grading the site with one dozer pass to prevent compaction of minesoils which inhibits tree growth. Hyrdoseeding costs are also higher for hayland/pasture reclamation due to higher application rates of fertilizer and herbaceous seed. The hydroseeding costs make up the largest percentage of the total per acre cost for both forestry and hayland/pasture reclamation. Lime and mulch costs are equal for both reclamation types and are included in the hydroseeding equation. Due to the increased grading costs and higher hydroseeding costs, hayland/pasture reclamation is more expensive for all states analyzed in the Appalachians, other than Ohio. These cost estimates can provide useful tools for mine operators and landowners to determine the most economical and suitable post-mining land use for their individual property.
- A description of floral diversity in the southern Appalachians with forest management considerations for conservationBrown, Maryfrances McGrath (Virginia Tech, 1994-05-04)Biological diversity is the variety of plant and animal life, habitats and ecosystems, and the biological processes and functions within them. It is this simple yet profoundly important concept in biology which in recent years has become an issue of great concern to the lay public and scientific community alike. The cause for this concern lies in the current rapid destruction and transformation of many ecosystems worldwide. From temperate and tropical rain forests to coral reefs, the loss of habitat due to the pressures of an expanding human population threatens the existence of numerous species of plants and animals. It is suspected that thousands of species of plants and animals are being lost before ever being described, let alone tested for their usefulness as medicines or crops (Wilson 1988). Over 25% of prescription drugs available today contain active compounds that are extracted directly from plants (Ledig 1988). In addition, the cross breeding of domesticated crop species with wild relatives has resulted in improved disease resistance in crops such as barley, rice, cassava, sugarcane, and com (Plotkin 1986). Thus, the loss of habitat and the possible extirpation or extinction of plant and animal species may mean the loss of potential life-saving drugs and crop-enhancing wild relatives.
- Determining the Financial Feasibility of a Wood Products Industrial ParkWalters, James T. (Virginia Tech, 1998-05-05)A methodology was developed for determining the economic feasibility of a wood products industrial park. The methodology consists of twelve steps that address the goals of park owners, the feasibility of secondary manufacturing alternatives, the feasibility of the development corporation, and the financial areas needing management attention. Prerequisites to the financial analysis include market and technical analyses. Community impact analysis was also acknowledged as an important component of an overall feasibility analysis. A case study was performed that consisted of an economic feasibility analysis for a wood products industrial park in Southwest Virginia. The case study assumed private ownership and found that the best mix of park tenants included: an edge-glued dimension panel manufacturer, a solid dimension lumber manufacturer, a custom millwork manufacturer, and a pallet manufacturer. Primary manufacturing and marketing services were included in the preferred park formation as subsidiaries of the park development corporation. The park was predicted to have a strong positive impact on the regional economy.
- Differing Levels of Forestry Best Management Practices at Stream Crossing Structures Affect Sediment Delivery and Installation CostsMorris, Brian C.; Bolding, M. Chad; Aust, W. Michael; McGuire, Kevin J.; Schilling, Erik B.; Sullivan, Jay (MDPI, 2016-03-10)Forestry best management practices (BMPs) are used to reduce sedimentation from forest streamcrossings. Three BMP treatments (BMP, BMP-std, and BMP+) were applied to three forest road stream crossings (bridge, culvert, and ford). BMP did not meet existing BMP guidelines, BMP-std met standard recommendations, and BMP+ treatments exceeded recommendations. Following BMP applications, three simulated rainfall intensities (low, medium, and high) were applied in order to evaluate sediment delivery from crossing type and BMP level. During rainfall simulation, sediment concentrations (mg/L) were collected with automated samplers and discharge (L/s) was estimated to calculate total sediment loading. Costs of stream crossings and BMP levels were also quantified. Mean sediment associated with the three stream crossings were 3.38, 1.87, and 0.64 Mg for the BMP, BMP-std, and BMP+ levels, respectively. Ford, culvert, and bridge crossings produced 13.04, 12.95, and 0.17 Mg of sediment during construction, respectively. BMP enhancement was more critical for sediment control at the culvert and ford crossings than at the bridge. Respective costs for BMP , BMP-std, and BMP+ levels were $5,368, $5,658, and $5,858 for the bridge; $3,568, $4,166 and $4,595 for the culvert; and $180, $420 and $1,903 for the ford. Costs and sediment values suggest that current standard BMP levels effectively reduce stream sediment while minimizing costs.
- Dimensionally Compatible System of Equations for Tree and Stand Volume, Basal Area, and GrowthSharma, Mahadev (Virginia Tech, 1999-10-28)A dimensionally compatible system of equations for stand basal area, volume, and basal area and volume growth was derived using dimensional analysis. These equations are analytically and numerically consistent with dimensionally compatible individual tree volume and taper equations and share parameters with them. Parameters for the system can be estimated by fitting individual tree taper and volume equations or by fitting stand level basal area and volume equations. In either case the parameters are nearly identical. Therefore, parameters for the system can be estimated at the tree or stand level without changing the results. Data from a thinning study in loblolly pine (Pinus taeda L.) plantations established on cutover site-prepared lands were used to estimate the parameters. However, the developed system of equations is general and can be applied to other tree species in other locales.
- Distributional economic impacts of Civil War battlefield preservation alternatives in the Shenandoah Valley of VirginiaJohnson, Daniel G. (Virginia Tech, 1991-09-14)The recent disappearance of unpreserved Civil War battlefield sites under the press of private development has initiated new nation-wide preservation efforts of remaining unpreserved battlefield sites by both the public and private sectors. However, preservation efforts of Civil War sites are encumbered when little or no market incentive exists for private landowners to resist the more remunerative rewards of commercial development. This study quantifies the direct, indirect, and induced distributional economic impacts of battlefield preservation on local economies surrounding selected Civil War battlefield sites located in the Shenandoah Valley of Virginia. Distributional analyses examine the changes in economic activity (e.g., employment and personal income) within a region, and help to document the economic feasibility of battlefield preservation. Both private and government ownership and development of battlefield sites are considered. The study results indicate that preserving Civil War battlefields can have positive distributional economic impacts on the local economy, but whether or not these impacts justify battlefield preservation by the public or private sector is not established in this study. Distributional impacts are only one type of economic benefit that a battlefield park may contribute to the local economy. The nonmarket value of battlefield parks may provide more benefits to society than the market value of parks, and should be considered in the decision to preserve Civil War battlefields.
- Documentation of Productivity and Efficiency Relationships for a Group of Southern Logging ContractorsWalter, Michael J. (Virginia Tech, 1998-08-06)A case study examined contractor demographics, business characteristics, costs and production information from twenty-three tree-length logging firms in six southern states from 1988 to 1994. Firms were evaluated in regard to the economic efficiency with which they converted inputs - dollars of capital, consumables, labor, overhead and insurance and contract hauling - into outputs - tons of wood delivered to the mill. While the firms exhibited a wide range of efficiency, average annual efficiency of all firms combined seemed to be relatively stable for the time period. Firms delivered between 20,000 and 250,000 tons of wood annually with a median of 61,000 tons. Coastal plain operations tended to be the largest, followed by piedmont, then Appalachian mountain operations. Annual production as a function of annual expenditures showed no obvious economies of scale in operation size. Most contractors increased annual production during the study, five contractors had production levels in the final year of the study that were less than their first year. Efficiency generally improved in firms that increased production gradually through better utilization of existing capacity. Contractors expanding their operations to increase productivity seemed to suffer efficiency losses more often than gains. Those firms that hauled their own wood had higher efficiencies than firms that contracted out trucking. There were no significant efficiency differences between loggers in the three physiographic regions within their respective trucking strategies. Efficiency generally declined as average annual hauling distance increased, however a regression equation explained only 18% of the variation in total economic efficiency.
- Donations and sales of conservation easements on forestland in the Northern Forest of New York StateBick, Steven (Virginia Tech, 1996-10-27)This is a study of conservation easements of forestland in the Northern forest Region of New York State. Forestland easements are the subset of conservation easements encumbering forestland. As of 1995, there were 79 of these forestland easements within the study area. Of this total of 79 forestland easements, 50 were granted as donations and the remaining 29 were granted in sales. Most forestland easement donors were individuals or related individuals. Forestland easement sellers are split between industrial owners and individuals. Eight forestland easement grantees in the Northern Forest Region were identified. This group of grantees includes one public agency and national, regional, and local land trusts. Deeds to the forestland easements inventoried in this study contain 155 separate variables. These variables reflect the differences in encumbered properties, ownership goals of grantors, and land management goals of grantees. Deed information shows that forestland easements have a broad common purpose of preventing change or directing change in an acceptable manner. The specifics of preventing and directing change will vary with each property. The limits of acceptable change are a large part of working out the agreement between grantor and grantee. Interviews with both donors and sellers reveal that, in retrospect, most are satisfied with their decision to grant the forestland easement. Analysis of forestland easement deed content reveals embedded potential future problems for owners of encumbered properties. Recommendations contained in this report provide guidance for landowners considering the grant of a forestland easement and suggestions for deed content. Most landowners made forestland easement granting decisions that are favorable from their perspective, but less than optimal from outside observation.
- Drought resistance and gum yield performances in a Senegalia senegal (L.) Britton progeny trial in SenegalSarr, Mame Sokhna; Seiler, John R.; Sullivan, Jay; Diallo, Adja M.; Strahm, Brian D. (2021-01-18)With continued global change as a result of land use changes, invasive species and changing climatic patterns, it is becoming increasingly important to understand the adaptability of Senegalia senegal provenances to maximize resilience in managed and natural populations of this species. The objective of this study is to investigate Senegalia senegal genotypic differences in water use efficiency (WUE) measured by stable C-13 isotope composition in foliage according to their ploidy levels. Secondary objectives are to discuss inherent adaptive variation related to soil pH, survival, growth indexes, gum arabic yield and WUE within provenance in the climate change context. A Senegalia senegal progeny trial, in Dahra, Senegal was used in this study: 443 adult trees consisting of 60 families nested within 4 provenances were assessed in this study. Results showed significant differences in gum yield among provenances (P = 0.0002) and families (P < 0.0001). Diamenar and Ngane provenances showed overall similar annual gum yield despite a lower tree survival rate of Ngane than Diamenar. Growth traits, especially stem volume index and crown area index were larger on Ngane provenance, which also displayed significantly higher foliar WUE and lower leaf area index (LAI) than the other provenances. WUE was positively correlated with gum yield (P = 0.0302), but the coefficient of determination was only 2%. Foliar delta C-13 varied significantly (P < 0.0001) between diploids (- 27.91 parts per thousand) and polyploids (- 27.12 parts per thousand). However, within each provenance no significant difference was found. Only 15% of isotope compositions could be explained by ploidy level variation. Differences found in growth and gum yield may be attributed to genotype-specific variation. However, a significant correlation between soil pH and tree survival rate was found (P = 0.0051; r = 0.60). This study confirmed a possible improvement of the gum arabic sector through genotype based selection. Ngane and Diamenar seem to be more profitable to grow in Dahra than the other tested provenances. Future research should investigate the effect of soil pH, other soil physical and chemical properties, and management activities to improve site quality on tree survival and gum yields among provenances. Further, more research is needed to clarify inherent traits underlying drought tolerance in the field and gum yield performance.

Powell River Project, 2012)Planting woody biomass for energy production can be used as a mine reclamation procedure to satisfy the SMCRA and provide renewable energy for the United States. This study examines the productivity of woody biomass on previously mined lands using four species planted at two densities; one-half of the trees were fertilized in year two. This report summarizes the current and predicted volume of these species as well as the effect of planting density and fertilizer application. After four years, black locust has the highest volume of any treatment with the other species an order of magnitude behind. Black locust and sycamore trees have reached a point where it is clear that planting at lower density can increase per tree biomass. Future projections indicate planting at low density with fertilization will produce the greatest amount of biomass per tree.
- The Economics of management effort in planted forests: an empirical analysis of fertilization and thinning prescriptions of Pinus taeda in the US SouthSartori, Pedro J. (Virginia Tech, 2021-01-06)If a landowner‘s main objective is to maximize his/her profits from planted forest investments, questions such as when and where exactly they should fertilize, thin and clearcut must be answered. We take advantage of an experiment established in 5 different states in the US South. Forest inventory data was collected for different combinations of thinning densities where some of them received fertilization. We use the Land Expectation Value methodology where our assumptions are the infinite amount of Pine rotations while costs and stumpage prices are known and constant, and markets are perfect. One of the main results we found is that fertilization has a decreasing marginal benefit on site index quality.
- The Effects of Cost-Share Participant Experience on Forest Buffer RetentionCommender, Katie E.; Munsell, John F.; Ares, Adrian; Sullivan, Jay; Chamberlain, James L. (2020-09)Forest conservation buffers provide ecosystem services such as soil and water conservation, wildlife habitat, and clean air. This research studied the experiences and intentions of participants in forest buffer contract programs in Virginia, USA provided by governmental conservation agencies. These programs offer technical assistance and share costs of establishment and maintenance for a period of time typically between 2 and 15 years. Program participant reflections about their experience and intention to retain their forest buffer after their cost-share contract ends were measured. Two-hundred and fifty-one program participants received a mail survey and 136 were returned (response rate = 54%). Two-step cluster analysis grouped respondents into four participant types based on responses to questions about buffer maintenance and costs, and perceived environmental benefits. Discontented and Doubtful respondents (23.4%) experienced financial and maintenance challenges. They also were doubtful about environmental benefits. Contented and Confident respondents (28.2%) experienced minimal financial and maintenance difficulties, and were confident that their buffers provide environmental benefits. Benefited with Burden respondents (22.6%) also were confident about environmental benefits, but experienced burdensome maintenance and costs. Skeptical without Strife respondents (25.8%) were not convinced their buffers provide environmental benefits, but have not had problems with maintenance or costs. A Kruskal-Wallis non-parametric test (alpha = 0.05) indicated that Discontented and Doubtful respondents are least likely to retain their buffer after their cost-share contract expires (rank sum = 42.2) and Contented and Confident are most likely (rank sum = 82.8). Benefited with Burden and Skeptical without Strife respondents (rank sum = 59.7 and = 59.8, respectively) were statistically similar to their Discontented and Doubtful counterparts, but slightly more likely to keep their buffer after their contract expires. Overall, Discontented and Doubtful and Benefited with Burden respondents had larger parcels of land and represented the largest percentage of full-time farmers, whereas Contented and Confident and Skeptical without Strife respondents had smaller parcels and were most likely to be part-time farmers or female. Findings suggest distinctions between types are clear along the onus of management, not necessarily perspectives on conservation. The two most influential drivers of program participation were cost-share assistance and water quality, whereas their most important management objective was improving land health.
