- Higher Education Opportunities for Students with Disabilities: A Primer for PolicymakersWolanin, Thomas R.; Steele, Patricia (The Institute for Higher Education Policy, 2004-06-01)This report focuses on the special barriers to equal educational opportunity in higher education faced by students with disabilities, as they are educated in elementary and secondary schools, transition to higher education, and receive accommodations in higher education. The report also discusses the special topics of architectural barriers, student financial aid, and students with learning disabilities (LD). Each of these topics is treated from the point of view of policymakers starting with the requirements and options available under current federal law and considering how the law and practice can be changed to enhance the opportunities of students with disabilities.
- Reauthorizing the Higher Education Act: Issues and OptionsWolanin, Thomas R. (Institute for Higher Education Policy, 2003-03-01)The Higher Education Act of 1965 (HEA), like many other federal laws, is not permanent. The current authorization of the HEA will end, and the HEA will expire, on September 30, 2004. This impending expiration requires that the 108th Congress consider extending, or “reauthorizing,” the HEA in 2003–04. This would be the eighth HEA reauthorization; previous reauthorizations occurred in 1968, 1972, 1976, 1980, 1986, 1992, and 1998. Each reauthorization offers Congress, the Department of Education (ED), and the higher education community an opportunity to reexamine the purposes of the Act and the programs that serve those purposes. In this context, this report presents relevant policy research, historical perspective, and an agenda of major issues involved in the complex process of reauthorizing the Higher Education Act.
