Zero tillage (ZT) is a complex technology that has been developed and disseminated by networks of agents. Public research institutions and research policies play a role in the the emergence of innovation networks that create adoption of technologies such as ZT. The author argues that scientific and technology policies should foster interaction among agents, increase the effectiveness of public research, give sufficient freedom to researchers and monitor the quality of research.
