    Abstract
    Paper proposal to explore the effects of decentralization reforms on rural communities in the Bolivian lowlands, looking in particular at whether decentralization has resulted in community empowerment. Utilizes data collected from 100 municipalities across the country, of which 50 are located in the lowlands.
