This report analyzes the historical and current context regarding student participation in higher education and develop policy recommendations for improving the percent of Alaskan students going to college. The purpose of the analysis is to create awareness of the issue and stimulate discussions among policymakers in the State so that specific strategies can be implemented to improve access.
