Case study: Heredia watershed payments to landowners

Abstract

A local payment for environmental services function was developed in five local watersheds serving the citizens of Heredia. The money to fund the watershed protection and forest maintenance is collected by adding a water service fee on the utility bill to spread the cost out over all end-users. This user fee is equivalent to US $ 0.1/m^3 and is used to compensate private landowners and the Braulio Carrillo National Park for forest protection and restoration. In addition, large corporations are providing donations that go towards the conservation of their water source areas.
