dc.description.abstractGovernments of all sizes and types have difficulty achieving the values important to the communities represented by those governments, including meeting short-term needs and fostering long-term sustainability. This thesis describes a decision-making framework used by one government from 1992 to 1996 to assist its representatives in visioning, developing agreement, redirecting efforts, and implementing strategies and actions to foster desired short-term and long-term outcomes.en
