dc.description.abstractWith the shift of higher education funding from the federal and state levels to the local level, community colleges’ choices to offset this funding deficit become few and difficult. One regrettable choice that is frequently made is to increase tuition. This choice has the largest financial impact on low-income students who come from minority backgrounds. This paper shows some findings from a a study of tuitions by Hispanic Serving Community Colleges versus Non-Hispanic Serving Community Colleges in Texas.en
