What incentive could be stronger in a community than full-tuition college scholarships for all graduates of a public-school system? Could this be an answer to the question of how the nation can support children growing up in poverty so that they may access middle-class opportunities? This report describes the accomplishments and challenges of leading a movement to Improve access to postsecondary learning opportunities in cities nationwide.
