Abstract
This paper assesses the impacts of devolving environmental and natural resource (ENR) management. The author examines factors that may constrain or facilitate capturing gains and developing mores sustainable ENR management systems in the Philippines. The influence of Local Government Code implementation on fiscal decentralization is also described.
