dc.description.abstractGovernments, societies, and higher education institutions are recognizing the need and responsibility to create legal and institutional frameworks to accelerate access and achievement opportunities for people from historically marginalized groups. From South Africa’s “Historically Disadvantaged Institutions,” to Brazil’s “Law of Social Quotas,” and a long tradition of “Minority Serving Institutions” in the United States, higher education institutions committed to providing educational opportunities for communities marginalized along economic, ethnic, racial, religious or other lines can be found on every continent. In this context, this report documents dialogues about programs delivering on educational equity, quality, and innovation across the world.en
