Abstract
This paper addresses the degraded condition of rivers in the Philippines and the reasons for biological death of rivers. Although there are many laws and regulations governing water resources, implementation and management have not fulfilled the government policies. Agricultural policies can encourage more degrading behaviors or can be designed to encourage conservation of water and soil. Several provincial-level actions to encourage sustainable surface water management.
