Abstract
New reports now suggest that public universities across the country, including the Universities of Michigan, Oregon, South Carolina, and Colorado, are shifting more spots to non-residents (who pay higher tuitions) in order to plug budget gaps, prompting critics to worry that residents are losing their advantage in the admission process. This report examines the University of Washington.
