Are property rights the key to taming the Sahara Desert? Reflections on the rural code initiative of Niger
Abstract
The recommendations of this paper include a shift in focus form "definitions" to "enablement" and increased emphasis on achieving and institutionalizing multi-directional communication flows. A hypothetical model of a "tenure and communications network for Niger" is outlined in the guise of a concrete proposal designed to integrate the study's recommendations.
