dc.description.abstractThis report focuses on the special barriers to equal educational opportunity in higher education faced by students with disabilities, as they are educated in elementary and secondary schools, transition to higher education, and receive accommodations in higher education. The report also discusses the special topics of architectural barriers, student financial aid, and students with learning disabilities (LD). Each of these topics is treated from the point of view of policymakers starting with the requirements and options available under current federal law and considering how the law and practice can be changed to enhance the opportunities of students with disabilities.en
