Abstract
Addresses the centrality of institutional issues in relation to the sustainability of water monitoring efforts. Drawing from interviews with representatives of local organizations, government agencies, NGOs, educators, etc. the author finds that communities are more concerned about quantity than quality of water and that they do not always make the connection between water quality and health.
