Abstract
The municipal water company ETAPA achieved an initial user fee of 1% on the gross water bill of its customers along with tourism entrance fees. This money went to their "environmental unit" and was used to purchase 3 forest and paramo grassland areas in the buffer zone of El Cajas NP. All conservation and watershed protection activities are carried out by the Cajas NP Municipal Corporation, which was created by ETAPA
