Abstract
This report is part of a series focusing on appropriations, financial aid, and tuition finance policy. It focuses on appropriations for higher education institutions, as well as reviews the economic rationale for public investment in higher education, models for allocating state funding, and policy options states have taken or are considering to maintain future investment in higher education.
