These decisions may or may not be contested and the "beneficiaries" of those decisions may or may not be aware of them. Further, these decisions are made not only by governments, but also by corporations and non-governmental organizations. Information is always used to justify those decisions, but it is often sought after the decision to validate the course taken rather than before the decision to inform it.

(Quito, Ecuador, 2002)Using discourse analysis, this paper synthesizes, characterizes, and summarizes information gathered from in-depth interviews and focus groups with key representatives of civil society, state, and market-oriented entities that form existing or emergent advocacy coalitions. Other "data" include those obtained through interactions with many of the principals as a result of the involvement of the NGOs Heifer Project-Ecuador, the Institute for Ecuadorian Studies, and Terranueva in various development and research projects and training efforts in the Canton of Cotacachi. The focus is on three issues that are particularly compelling at the local level, but the six advocacy coalitions (two per issue) include institutions at various levels from the local to international. These issues will be assessed in the context of governmental decentralization and privatization.

Through analysis that focuses on policy then impact, the research traces the formation of social groups to advocate and negotiate for change at a local and then national level. Within this context, the research discusses the governance of a nature reserve and the process for dealing with a controversy over mining in the area.
