- Can interactive data visualizations promote waterfront best management practices?Ward, Nicole K.; Sorice, Michael G.; Reynolds, Mikaila S.; Weathers, Kathleen C.; Weng, Weizhe; Carey, Cayelan C. (Taylor & Francis, 2022-01-02)Lake water quality management often requires private property owner engagement since land-use change generally occurs on private property. Educational components of lake management outreach must connect current property owner behaviors with future water quality. However, it may be challenging for property owners to associate their current behaviors with water quality outcomes due to the time lag between a behavior (e.g., fertilizer application) and a water quality outcome (e.g., decreased water clarity). Interactive data visualizations, characterized by user-determined selections that change visualization output, may be well suited to help property owners connect current behavior to future water quality. We tested the effectiveness of an online, interactive visualization as an educational intervention to alter property owners' perspectives related to applying lawn fertilizer and installing waterfront buffers. We used cognitive psychology measures to quantify intervention effectiveness. Since property owners' decision making may be driven by connections to their property, we also explored relationships between seasonal and permanent residents and intentions to apply fertilizer or install waterfront buffers and intervention effectiveness. Despite no significant difference in effectiveness between the interactive and noninteractive versions, the combined responses demonstrated a positive shift in behavioral beliefs and intentions related to lawn fertilizer application and waterfront buffer installation. Seasonal residents were less likely than permanent residents to apply lawn fertilizer before the intervention and more likely to shift their intentions after the intervention. This study provides evidence that brief educational interventions-regardless of their interactivity-can shift private property owner beliefs and intentions regarding lakefront property management.
- Conservation Behavior Outcomes and Drivers of Participation in a Conservation Research Program on Private LandsGreen, Rachael Elizabeth (Virginia Tech, 2022-05-24)Private lands encompass over half of the continental United States and serve as critical habitat for the majority of federally threatened and endangered species. Despite the importance of private lands for conservation, they remain understudied by conservation scientists. Conservation research programs that study private lands biodiversity not only help to fill this research gap but may also contribute more broadly to private lands conservation by influencing the conservation behaviors of individuals that participate in the program. However, little is known about how conservation behavior outcomes may differ across varying levels of participation in a program and what factors may influence this conservation behavior change. This thesis focuses specifically on conservation behavior outcomes associated with participation in a conservation research program and participants' perceived impact on conservation behaviors. For my first chapter, I interviewed private landowners that had provided property access to the Smithsonian conservation research program, Virginia Working Landscapes (VWL), between 2010 and 2020. We found that landowners perceived their participation in VWL influenced their conservation behaviors across multiple categories; yet, land stewardship behaviors were more commonly positively influenced than social environmentalism or environmental citizenship behaviors. Landowners also reported that various aspects of the program including program events, on-site interactions with staff and citizen scientists, and landowner reports had the strongest influence on their engagement in conservation behaviors, while other aspects such as program newsletters and annual reports influenced their engagement in conservation behaviors to a lesser degree. For my second chapter, I surveyed citizen scientists and non-citizen scientists that were associated with VWL between 2010 and 2020. VWL citizen scientists had significantly higher perceived impacts of the program on their engagement in conservation behaviors compared to non-citizen scientists. The strongest predictors of respondents' perceptions of VWL's impact on their conservation behaviors include participation as a citizen scientist, program-related normative beliefs, attendance at program events, and reading program newsletters, while characteristics of the participants (i.e. demographics, actual behavioral control, personal norms, environmental attitude) were not predictive of perceptions of impact. Findings from this thesis can inform efforts to influence program participants' conservation behaviors. In particular, program managers may increase conservation outcomes through incorporating citizen science opportunities; fostering direct interactions between landowners, citizen scientists, researchers, and peers; training citizen scientists in effective science communication skills; and tailoring program communications to specific target audiences.
- Determinants of Success in Group Work Settings in Federal Natural Resource Recreation ManagementFreeman, James William (Virginia Tech, 2024-05-20)This dissertation examines how federal land management agencies implement group work processes to meet land management objectives focused on natural resource-dependent outdoor recreation management. This dissertation is composed of two separate studies, one focused on the U.S Forest Service interdisciplinary teams implementing environmental analyses in support of the National Environmental Policy Act (NEPA) to comply with the 2005 Travel Management Rule and one focused on U.S. Forest Service and National Park Service management of partnerships to support recreational trails. These studies help answer the question "what factors lead to more or less successful group work in federal land management?" The first study is primarily informed by qualitative analysis and the second study is informed by quantitative and qualitative analyses. Chapter two reports the results and analyses of semi-structured interviews with 49 U.S. Forest Service employees on ten NEPA interdisciplinary teams. Chapter two examines interdisciplinary teams at the US Forest Service that had recently completed environmental analyses for recreational travel management plans in support of the 2005 Travel Management Rule. This study develops typologies of teamwork processes and how teams may change how collaborative they are over time and examines how external context and leadership approaches may influence process outcomes. Chapters three and four report the results of an online survey completed by 89 government and non-government points of contact for trail partnerships. Chapter three explores the factors that influence success in partnerships to support trail work at the U.S. Forest Service and the National Park Service. Chapter three analyzes the survey responses of 89 federal land managers and non-government persons involved in 69 partnerships to work on trails on U.S. Forest Service and National Park Service lands. This analysis uses linear regression to develop a model of the factors that are important to the success of these trail partnerships. The chapter reveals that trust, interdependence, and capacity are the most important factors to the success of trail partnerships. Chapter four compares the survey responses for 28 partnerships where both the government and non-government point of contact provided complete survey responses. Through comparison of these responses, chapter four explores the concept of agreement in partnerships and how agreement on key factors related to partnership success may relate to ratings of overall partnership success. The final chapter synthesizes the findings of the two studies to examine group work across contexts. Group work that is more collaborative and has higher levels of group interdependence lead to more positive outcomes across both contexts. I conclude by proposing a framework that could incorporate the principles of liberal education and transdisciplinary learning into individual and group training to help federal land managers internalize the findings of this research into their work.
- Ecosystem Transformation Across a Changing Social Landscape: Landowner Perceptions and Responses to Woody Plant EncroachmentRajala, Kiandra F. (Virginia Tech, 2019-01-15)The conversion of grasslands to woodlands is an ecosystem transformation that threatens grassland biodiversity, the provision of important ecosystem services, and the sustainability of rural livelihoods. A global phenomenon, woody plant encroachment (WPE) has been particularly problematic in the Southern Great Plains of the United States where the actions of private landowners are integral to sustaining grasslands. Increased diversity in landowners’ motivations for owning land have shifted the social landscape of rural areas necessitating a better understanding of landowners’ perspectives about WPE and their subsequent management actions. Towards this purpose, I employed a mail survey to private landowners in the Edwards Plateau of Texas, Central Great Plains of Oklahoma, and Flint Hills of Kansas to investigate landowner perceptions and management responses to WPE. First, I assessed landowners’ acceptance of WPE as a function of how they relate to their land (i.e., sense of place), their beliefs about the positive and negative consequences of woody plants, and their perceived threat of grassland conversion. Then, I examined the drivers of landowners’ goal intentions to manage woody plants and their current use of five adaptive management practices that prevent WPE. My results demonstrate that landowners vary in their sensitivity to WPE based on how they feel connected to their land. This was true even though most landowners had low acceptance thresholds for WPE, believed it led to numerous negative outcomes, and perceived it as increasingly threatening at greater levels of encroachment. Most landowners wanted to control or remove woody plants and were actively engaged in management practices to do so. These findings address uncertainties about landowners’ acceptance of WPE and grassland conservation actions and provide broad implications for how people perceive and respond to ecosystem transformation.
- Exploring pathways to participation in an at-risk species conservation programSorice, Michael G.; Donlan, C. Josh; Santo, Anna R.; Luque, Gloria M.; Hagen, Christian A. (Society for Conservation Biology, 2021-07-27)The success of conservation efforts for imperiled and endangered wildlife species relies on private landowners, yet a definitive model of landowner cooperation remains elusive. We use a case study to explore the multiple pathways by which demographics, rootedness, resource dependence, environmental attitudes, social influence, and program structure intersect to jointly explain participation in a federally funded cost-share program to help prevent the Lesser Prairie-Chicken from being listed under the U.S. Endangered Species Act. We conducted structured interviews across three ecoregions with 64 participants and 22 nonparticipants. We analyzed the data using fuzzy-set qualitative comparative analysis, an approach that identifies the multiple combinations of conditions related to engagement in the program. We found that two concepts, landowner characteristics and social influence, were most commonly associated with participation while profiles representing typical landowner tropes performed poorly. Finally, the positive effect of encouragement by agency representatives suggests that agency staff play a central role in determining participation. It also suggests landowners' decision processes may not be as deliberative as the literature on private lands conservation suggests. The results of our case study suggest new avenues for research that explicitly consider the role of heuristics in decisions to participate.
- Exploring the Role of Trust in Drinking Water Systems in Western VirginiaGrupper, Madeline A. (Virginia Tech, 2020-08-27)As the impacts of global change drivers and anthropogenic influences increase, the lakes and reservoirs that communities rely on for their drinking water are threatened by more frequent, severe, and unpredictable disturbances. This study was a part of an interdisciplinary effort to understand and increase resilience in water systems to improve managers adaptive capacity to cope with these disturbances. A key element of social resilience is trust, which can improve the speed and effectiveness of management actions and can spillover into community wellbeing and behavioral outcomes, including acceptance or rejection of tap water. Using a four-stage drop off pick up method, I surveyed 611 residents in Roanoke, Virginia to examine the role of trust in drinking water systems between a community and their utility. I first focused on factors that related to a person's trust in their water utility. I examined the relationship between four determinants of trust ecology, the salience of a trusting behavior, and trust, as well as and the effects of information provision about new water security technologies on trust. I then assessed trust's role in characterizing drinking water behavior (i.e. water source usage) alongside factors of risk, water quality evaluations, and salience. I found that trust can be high in low salience situations and information provision had no effect on trust, suggesting that people might take their water security for granted when it is not at the forefront of their thoughts. Calculated beliefs about a utility's capability were only linked to increasing trust when those beliefs were negative, suggesting that people might have a threshold where their utility is capable enough to trust. Even in the absence of the information to form affinitive judgments, value and goodwill-based judgments were important to community trust. Lastly, understanding behaviors might provide indicators for managers about the state of community perceptions of their water since trust, risk perceptions, and evaluations of tap water's taste, smell, and appearance varied based on an individual's water source choice. These findings demonstrate the complexity and importance of community's trust in their water managers. This study of, and continued research into, trust can help us further our understanding of, and the tools to build, the resilient water systems needed to preserve water security and community health.
- Exploring the “Where” and the “Why” of Conservation Easements: The Role of Community-level Factors in the Likelihood of AdoptionHemby, Tyler Lee (Virginia Tech, 2016-12-09)Over the past several decades conservation easements have seen immense growth in their popularity. There are now over 40 million acres of easement land in the United States, up from only 1.4 million in 1998. A significant body of research exists on easements, factors that lead to their adoption, their consequences and effectiveness, and problems that arise from their use, among other topics. Our study contributes to this literature by exploring community and system-level effects on easement adoption, using Virginia as a case study, and applying a novel approach that incorporates spatial analysis and the insights of conservation professionals. The purpose of our research was to explore whether community-level factors affect easement adoption decisions, and what those factors are. Previously established variables were investigated to gauge their relationship to easement occurrence when scaled up to the community level, as well as to test our ability to make predictions about where easements should be most likely to occur. Spatial market segmentation data was also incorporated into this analysis to determine whether it could augment our understanding of community-level factors and predictive ability. Statistical models produced were reasonably predictive. However, we suspect that this was the case for different reasons at our community scale of analysis than at the individual landowner level examined in previous research. We used surveys and interviews with easement professionals to further explore additional variables that might explain adoption patterns. Results indicate the importance of system-level factors including change agents, opinion leaders, and local government and land-use planning.
- Forest Change Dynamics Across Levels of Urbanization in the Eastern USWu, Yi-Jei (Virginia Tech, 2014-09-03)The forests of the eastern United States reflect complex and highly dynamic patterns of change. This thesis seeks to explore the highly variable nature of these changes and to develop techniques that will enable researchers to examine their temporal and spatial patterns. The objectives of this research are to: 1) determine whether the forest change dynamics in the eastern US differ across levels of the urban hierarchy; 2) identify and explore key micropolitan areas that deviate from anticipated trends in forest change; and 3) develop and apply techniques for Big Data exploration of Landsat satellite images for forest cover analysis over large regions. Results demonstrate that forest change at the micropolitan level of urbanization differs from rural and metropolitan forest dynamics. The work highlights the dynamic nature of forest change within the Piedmont Atlantic megaregion, largely attributed to the forestry industry. This is by far the most dominant change phenomenon in the region but is not necessarily indicative of permanent forest change. A longer temporal analysis may be required to separate the contribution of the forest industry from permanent forest conversion in the region. Techniques utilized in this work suggest that emerging tools that provide supercomputing/parallel processing capabilities for the analysis of big satellite data open the door for researchers to better address different landscape signals and to investigate large regions at a high temporal and spatial resolution. The opportunity now exists to conduct initial assessments regarding spatio-temporal land cover trends in the southeast in a manner previously not possible.

Coupled natural and human systems (CNHS) modeling is one tool that can be used to study the complex, reciprocal linkages between human actions and ecosystem processes. Well‐developed CNHS models exist at a conceptual level, but the mapping of these system representations in practice is limited in capturing these feedbacks. This article presents a paired conceptual–empirical methodology for functionally capturing feedbacks between human and natural systems in freshwater lake catchments, from human actions to the ecosystem and from the ecosystem back to human actions. We address extant challenges in CNHS modeling, which arise from differences in disciplinary approach, model structure, and spatiotemporal resolution, to connect a suite of models. In doing so, we create an integrated, multi‐disciplinary tool that captures diverse processes that operate at multiple scales, including land‐management decision‐making, hydrologic‐solute transport, aquatic nutrient cycling, and civic engagement. In this article, we build on this novel framework to advance cross‐disciplinary dialogue to move CNHS lake‐catchment modeling in a systematic direction and, ultimately, provide a foundation for smart decision‐making and policy.
- Gatekeepers of transformation: private landowners evaluate invasives based on impacts to ecosystem servicesRajala, Kiandra F.; Sorice, Michael G.; Toledo, David (2021-07)Biological invasions are not new, yet the anthropogenic drivers of global change have produced unprecedented ecological novelty through the expansion of invasive species. Private landowners play an important role in determining the trajectory of ecological transformations driven by invasives. Using the northern Great Plains of the USA as a case study, we examined private landowners' role as gatekeepers for an invasive species. We employed a factorial vignette survey experiment to understand how the impacts of an unnamed invasive grass modeled on Kentucky bluegrass (Poa pratensis L.) were related to landowners' acceptance of the species. We also explored the relationship between landowners' acceptance of the invasive grass and their management intention to reduce/control the species. Each landowner evaluated multiple vignettes that randomly varied based on how a novel grass species expanding in rangelands would affect provisioning services (season of forage availability, forage quality, forage quantity), regulating services (floral resources for pollinators, water infiltration and availability), and supporting services (grassland bird diversity, grass diversity). Acceptability was strongly associated with landowners' management intentions, and the status of all seven services was related to acceptability. Reductions to any ecosystem service reduced the acceptability of the invasive grass species; however, only increases in forage quality, forage quantity, and water regulation were related to increased acceptability of the invasive. Scenario modeling shows that landowners displayed greater sensitivity to losses in a suite of ecosystem services than to equivalent gains. Scenarios specific to ecosystem service trade-offs and Kentucky bluegrass invasion indicate that ecological losses may need to be severe before individual landowners change their management practices to reduce/control the species. Given the high thresholds for individual behavioral change, engaging private landowners in collaborative management efforts, whether to control an invasive grass or guide management toward co-existence, may be helpful to conserve desired biodiversity and the flow of ecosystem services from northern Great Plains grasslands.
- Hedonic Valuation of Forested Riparian Buffers Along Rivers in Northwestern North CarolinaVannoy, Mallory Drew (Virginia Tech, 2021-05-24)This revealed preference study estimates the implicit value associated with owning a home along a river and tree coverage of riparian areas along rivers. The setting of this study is Ashe and Watauga Counties in Northwestern North Carolina and the two rivers that flow through those counties: New River and Watauga River. House sales form the basis of the hedonic models used to value these environmental characteristics. Homes that border a river sell for at least $28,000 more than otherwise similar homes that do not border a river. Riparian area tree coverage positively impacts river-bordering house prices, but only to a certain point. The results of this study are important for environmental organizations in this region working to safeguard the New and Watauga Rivers through riparian buffer installation and protection.
- How Perceptions of Trust, Risk, Tap Water Quality, and Salience Characterize Drinking Water ChoicesGrupper, Madeline A.; Schreiber, Madeline E.; Sorice, Michael G. (MDPI, 2021-03-18)Provision of safe drinking water by water utilities is challenged by disturbances to water quality that have become increasingly frequent due to global changes and anthropogenic impacts. Many water utilities are turning to adaptable and flexible strategies to allow for resilient management of drinking water supplies. The success of resilience-based management depends on, and is enabled by, positive relationships with the public. To understand how relationships between managers and communities spill over to in-home drinking water behavior, we examined the role of trust, risk perceptions, salience of drinking water, and water quality evaluations in the choice of in-home drinking water sources for a population in Roanoke Virginia. Using survey data, our study characterized patterns of in-home drinking water behavior and explored related perceptions to determine if residents’ perceptions of their water and the municipal water utility could be intuited from this behavior. We characterized drinking water behavior using a hierarchical cluster analysis and highlighted the importance of studying a range of drinking water patterns. Through analyses of variance, we found that people who drink more tap water have higher trust in their water managers, evaluate water quality more favorably, have lower risk perceptions, and pay less attention to changes in their tap water. Utility managers may gauge information about aspects of their relationships with communities by examining drinking water behavior, which can be used to inform their future interactions with the public, with the goal of increasing resilience and adaptability to external water supply threats.
- Human Dimensions of Habitat Conservation on Western Agricultural Lands: Engaging Producers in the Conservation ConversationSketch, Mary Elizabeth (Virginia Tech, 2019-01-17)Achieving long-term conservation gains through conservation incentive programs on agricultural lands requires a deep understanding of landowner needs and interests. However, social science research related to private lands conservation programs authorized by the United State farm bill lags behind biological research, limiting our knowledge about how to best design these programs to ensure they are effective. Given this need to better understand the human dimensions of habitat conservation on agricultural lands, we used two research projects to investigate landowner considerations related to land management decisions as well as how to effectively engage landowners in the conservation process. First, using two landowner-led workshops, we looked at what factors ranchers in the Intermountain West consider in deciding to continue or discontinue flood irrigation, an irrigation practice that sustains historically flooded wet meadows across the region. We also evaluated these landowner-led workshops as a form of participatory research. Our second project included three focus groups of landowners currently enrolled in the Conservation Reserve Program, the largest private lands conservation program in the United States, and a survey of landowners with fields currently enrolled or no longer enrolled with expiration dates from 2011 to 2017. Our results highlight the role of agricultural landowners in habitat conservation and the complex social-ecological considerations that they face in making management decisions. Many landowners are interested in conservation programs that meet the context of their specific operation. Our findings suggest the need to better incorporate landowner needs into conservation program design and implementation that promote both operation and habitat sustainability.
- A Human-Centered Approach to Designing an Invasive Species Eradication ProgramSanto, Anna Ruth (Virginia Tech, 2015-05-22)The increasing scope and speed of biological invasions around the world is a major concern of the modern environmental conservation movement. Although many ecological impacts of biological invasions are still not well understood, there is a general consensus that exotic, invasive species are a primary driver of extinctions globally. By altering ecosystem structure and function, invasive species also affect human quality of life; however, not all impacts lead to negative outcomes. Given that invasive species have diverse impacts on society, their management in human-dominated landscapes is a wicked problem wherein the resolution is as much an issue of social value as technical capacity. The purpose of my research was to understand the propensity for engaging private landowners in an effort to eradicate an invasive species on an inhabited island. Specifically, I investigated private landowner perspectives on eradicating the North American beaver (Castor canadensis) from the Tierra del Fuego (TDF) island archipelago in Argentina and Chile. The beaver was introduced in 1946 and has since become a central conservation issue due to its long-lasting changes to local hydrology, nutrient cycling, riparian vegetation, food webs, and aquatic and terrestrial species assemblages. Because eradication requires near complete cooperation from stakeholders and no research had been conducted to understand the perspectives or willingness of private landowners to cooperate, my objectives were to: 1) characterize the links private landowners make between the presence of beavers and impacts to the ecosystem services in their riparian areas, and 2) explore the role of a market-based incentive program to increase landowner cooperation in eradication efforts. Through semi-structured interviews, I elicited landowner mental models of how beavers impact the ecosystem services they receive from their riparian lands. I found that TDF ranchers prioritized provisioning ecosystem services, and held diverse and idiosyncratic beliefs about how beavers influence these outcomes. TDF ranchers may not recognize the beaver as a highly salient problem because they do not connect them to reductions in ecosystem services that are important to them. Among those who do perceive beavers affecting important ecosystem services, there is no clear, unified understanding of how the beavers disturb the ecosystem and key ecosystem services. Additionally, in a broadly administered survey, I used a factorial vignettes to examine the role of program structure and other program-related factors on landowners' willingness to participate in a voluntary eradication program. Overall, landowners were willing to cooperate in an incentive program to eradicate beavers. They were positively motivated by greater financial compensation, an increased expectation that the program would be successful, and the program assuming full responsibility for its implementation. Other factors returned mixed results indicating that further research may be required. In diverse, human-inhabited, and privately-owned landscapes, conservation requires collective action—i.e., the high threshold of participation needed for eradication to be achieved. Understanding the knowledge systems that cause landowners to perceive value or risk serves as a first step in understanding behaviors, and can also serve as a framework for crafting more effective outreach, as current communication about the beaver and the proposed eradication may not resonate with private landowners. Further, barriers to inaction can be overcome by understanding landowner needs and how program-related factors influence the potential for cooperation. In sum, by putting human needs at the forefront of program design, conservation planners can better understand stakeholder perspectives, reduce barriers to participation, and ultimately increase cooperation and improve conservation outcomes.
- Human-wildlife conflict and mobile phone use among Maasai pastoralists near Tarangire National Park, northern TanzaniaLewis, Ashley Lauren (Virginia Tech, 2015-06-30)Mobile phones are transforming many aspects of rural areas in the developing world. Much of the early research on phones and related information and communication technologies (ICTs) in developing countries has focused on social networking and economic benefits in primarily urban or agricultural settings. Few studies, however, have examined the implications of mobile technologies on pastoralist livelihoods and biodiversity conservation. To build on this opportunity, this study examines the impact of mobile phone technology on four Maasai communities near Tarangire National Park in northern Tanzania. I asked the questions: (1) How do phones affect human-wildlife interactions?; and (2) What are the effects of mobile phone use on measures of human-wildlife conflict (HWC)? This research uses a mixed methods approach to address these two questions and test the hypothesis that mobile phone use reduces HWC. Qualitative group interviews revealed that households use phones to manage wildlife interactions in every aspect of their lives - especially when the interactions relate to pastoralism and crop-based agriculture. Maasai use mobile phones as tools of information distribution to mitigate and reduce the severity of effects of HWC. Multivariate analyses of survey measures of phone use and exposure to conflict (i.e., crop and livestock predation and human attacks) offer mixed evidence that mobile phone use is correlated with a perception of less recent HWC events. These findings provide an indication that the expansion of mobile digital technologies may be able to support livelihoods and biodiversity simultaneously.

Josh (Ecological Society of America, 2013-07)Engaging private landowners in conservation activities for imperiled species is critical to maintaining and enhancing biodiversity. Market-based approaches can incentivize conservation behaviors on private lands by shifting the benefit-cost ratio of engaging in activities that result in net conservation benefits for target species. In the United States and elsewhere, voluntary conservation agreements with financial incentives are becoming an increasingly common strategy. While the influence of program design and delivery of voluntary conservation programs is often overlooked, these aspects are critical to achieving the necessary participation to attain landscape-scale outcomes. Using a sample of family-forest landowners in the southeast United States, we show how preferences for participation in a conservation program to protect an at-risk species, the gopher tortoise (Gopherus polyphemus), are related to program structure, delivery, and perceived efficacy. Landowners were most sensitive to programs that are highly controlling, require permanent conservation easements, and put landowners at risk for future regulation. Programs designed with greater levels of compensation and that support landowners' autonomy to make land management decisions can increase participation and increase landowner acceptance of program components that are generally unfavorable, like long-term contracts and permanent easements. There is an inherent trade-off between maximizing participation and maximizing the conservation benefits when designing a conservation incentive program. For conservation programs targeting private lands to achieve landscape-level benefits, they must attract a critical level of participation that creates a connected mosaic of conservation benefits. Yet, programs with attributes that strive to maximize conservation benefits within a single agreement (and reduce risks of failure) are likely to have lower participation, and thus lower landscape benefits. Achieving levels of landowner participation in conservation agreement programs that deliver lasting, landscape-level benefits requires careful attention not only to how the program structure influences potential conservation benefits, but also how it influences landowners and their potential to participate.

(Springer, 2019-10-01)Integrated modeling is a critical tool to evaluate the behavior of coupled human–freshwater systems. However, models that do not consider both fast and slow processes may not accurately reflect the feedbacks that define complex systems. We evaluated current coupled human–freshwater system modeling approaches in the literature with a focus on categorizing feedback loops as including economic and/or socio-cultural processes and identifying the simulation of fast and slow processes in human and biophysical systems. Fast human and fast biophysical processes are well represented in the literature, but very few studies incorporate slow human and slow biophysical system processes. Challenges in simulating coupled human–freshwater systems can be overcome by quantifying various monetary and non-monetary ecosystem values and by using data aggregation techniques. Studies that incorporate both fast and slow processes have the potential to improve complex system understanding and inform more sustainable decision-making that targets effective leverage points for system change.
- Investigating the links between lesson characteristics, student engagement, and outcomes at a residential environmental education programFrensley, B. Troy (Virginia Tech, 2018-06-29)This dissertation investigates the links between lesson characteristics, student engagement, self-determination, and environmental literacy outcomes at a residential environmental education (EE) program. I developed a novel methodology using observations of 81 lessons at the study site to isolate the characteristics hypothesized to influence student engagement, self-determination, and outcomes of environmental literacy. Student surveys provided self-reported data on student engagement, selfdetermination, and environmental literacy. Mixed-methods analyses allowed me to explore these links within the 81 lessons observed in this case study. The results are organized into five chapters: an introduction chapter; three manuscripts planned for stand-alone publication (Chapters 2 - 4); and a conclusion chapter. Chapter 2 reports on the links between student engagement, self-determination, and environmental literacy. Chapter 3 provides insights on the links between the lesson characteristics (e.g., educator characteristics, teaching approaches, and schoolteacher/chaperone behaviors) and environmental literacy outcomes. Chapter 4 investigates the degree to which measures of student engagement, observed or self-reported, are associated with environmental literacy outcomes. Chapter 5 summarizes the findings from this study and presents additional analyses intended to fully synthesize the links between lesson characteristics, student engagement, self-determination, and environmental literacy. This study provides a novel methodology and survey items that may be of use to both practitioners and researchers. This research offers useful information about why and how EE works in this case and some of the specific characteristics and practices that engender positive environmental literacy outcomes.
- 'It Should've Never Been Broke Out': Understanding Participation in the Conservation Reserve Program in Southwest Kansas and Southeast ColoradoSteinmetz, Alexandra Corcoran Meyers (Virginia Tech, 2018-07-06)The Conservation Reserve Program (CRP) plays a vital role in restoring grasslands by removing highly erodible land from production; however, landscape-scale conservation success depends on participation. Fluctuating trends in participation suggest a need to better understand landowners' motivations for enrolling. Since participation hinges on agricultural producers' perceptions of programs, there is utility in understanding programs through their lens to ensure program design accounts for their needs. To understand what drives enrollment, I conducted immersive ethnographic fieldwork in farming and ranching communities of southwest Kansas and southeast Colorado. Through interviews and participant observation, I examined producers' reasons for participating, program perceptions, and the degree to which CRP fits with their lived experiences. I also explored challenges faced by field staff of the Farm Service Agency (FSA) and Natural Resources Conservation Service (NRCS) in working within the program structure. I used open coding to identify common themes and quotes to capture producers' and field staff's points of view. I identified several frames through which producers think about CRP and themes related to how CRP fit well or poorly with producers' and field staff's lives. Frames characterized producer perceptions of CRP as a financial savior, a way to maintain financial solvency, and to gain leverage for their operation. Additionally, CRP was framed as a retirement fund and a conservation program that provides a solution for erodible land. Lived experiences related to wind erosion and the Dust Bowl, perceived community impacts of CRP, and the cultural and economic history of the region, also influenced how producers make sense of and 'frame' the program. Guaranteed payments to maintain cover incentivize participation, especially for land which some producers believe should have never been farmed, or 'broke out', in the first place. Even so, the economic and cultural aspiration to farm may prompt program avoidance or re-cultivation of prior CRP land. In identifying program fit, many felt the program serves a noble purpose but is complicated by rules which lack 'common sense'. While producers valued the program's role in soil stabilization and increased wildlife habitat, CRP requirements during the grass establishment phase and mid-contract management do not always align with producer and field staff visions. Mixed opinions existed around suitable grass species and management practices such as disking, interseeding, and grazing. A dominant theme emerged from producers, echoed by field staff, in the benefits of grazing and need for CRP to increase flexibility to maximize grazing compatibility. Broader program concerns included a shifting program focus, inconsistent enforcement of rules, and one-size-fits-all management. Personal relationships between FSA, NRCS, and producers were generally regarded as positive, and staff members value their role in working with producers to harmonize program requirements with producer needs, within the bounds of the program. Juggling various programs with limited time and other procedural issues leave many field staff feeling overwhelmed and understaffed. Field staff expressed a desire for greater one-on-one time with producers to better communicate program requirements or amend management plans. Both producers and field staff felt CRP could be enhanced to achieve a greater conservation benefit, alleviate staff burdens, and improve overall satisfaction if program rules had both greater flexibility and regional tailoring to correlate with the variable climate and local conditions. In exploring CRP 'frames' and 'fit', this case study provides a window into the interplay of producers' lived experiences in the shadow of the Dust Bowl, and a ubiquitous conservation program's impact on the way land is used.
- Land use decisions after the Conservation Reserve Program: Re-enrollment, reversion, and persistence in the southern Great PlainsBarnes, Jessica C.; Sketch, Mary; Gramza, Ashley R.; Sorice, Michael G.; Iovanna, Rich; Dayer, Ashley A. (2020-07-23)The temperate grasslands of North America remain one of the most modified and threatened ecosystems on the planet. In the United States, the conservation of grassland-dependent wildlife continues to be challenged by the widespread conversion of privately owned grasslands to cropland. Recent analyses indicate that land exiting the Conservation Reserve Program (CRP), the country's largest private lands conservation program, is a primary source of grassland conversion. In this mixed-methods study, we employed focus groups and mail surveys to understand the decisions made by landowners in the southern Great Plains as their CRP contracts near expiration and up to 7 years following expiration. We explored both the post-contract intentions of landowners with fields currently enrolled in CRP and the self-reported, post-contract decisions of landowners whose CRP contracts expired between 2011 and 2017. Interest in re-enrolling in CRP upon contract expiration was high among landowners with current fields; however, over half of landowners with former CRP fields reported being unable to re-enroll when they tried. We found higher rates of grassland persistence than have been previously reported, but also detected temporal patterns that suggest that cropland reversion is increasingly likely as the time since contract expiration increases. This study highlights the need for increased attention to the barriers that preclude transition into other conservation programs following CRP and more detailed understanding of what drives landowner decision-making about re-enrollment and post-CRP land use. These insights will be critical for increasing the effectiveness of programs for enduring grassland conservation on private lands.
