Institute of Strategic Planning and Policy Studies, 1999)This report contains the results of the survey of households in Lantapan, Bukidnon, Philippines that captured the production and other household data for the first half of 1998.The focus of this paper is to learn more about the impact of the drought on the upland farmers' land use and other production decisions. The sources of alternate incomes and the coping mechanisms employed by the households in the light of the El Niño are also investigated. Such knowledge could guide policy and technology intervention in future unfavorable weather spells.
- Linking research and local governance in environmental management: The experience in Lantapan, Bukidnon, PhilippinesTabien, C.; Rola, Agnes C.; Carada, W.; Devibar, E. (2001)Due to the devolution of powers to local government units (LGUs), the responsibility of managing the environment in the Philippines is given to these bodies. While the Local Government Code (LGC) is in the process of being amended, to, among others, strengthen the provisions for local environmental management, LGUs have taken some effort to address these issues. Using the case of Lantapan, Bukidnon (Philippines), this paper describes how research links with efforts to support the local environmental measures. In particular, it espouses the use of market instruments in the efficient management of water resources. A local ordinance is drafted in collaboration with the Sangguniang Bayan member that encourages imposition of water tariffs to all commercial users of the rivers in the study site. In addition, the study will describe the processes and constraints in the LGU's adoption or non-adoption, respectively, of proposed water tariff measures as suggested by research. Lessons from this exercise will be useful for future efforts to link research and local governance in environmental management.

School of Environmental Science and Management, 2001)This paper evaluates the sufficiency and local implementation of river management laws in the Philippines. The assessment is that although there are enough policies and regulations, they are not adequately implemented at the local level because the LGUs do not have the necessary ordinances to implement national policies effectively. The authors suggest how market-based instruments to can be developed and implemented to improve river management, using a river in Lantapan, Bukidnon as a case study.
