- Assessing impacts of the Roanoke River Flood Reduction Project on the endangered Roanoke logperch (Percina rex): Summary of Construction-Phase MonitoringRoberts, James H.; Anderson, Gregory B.; Angermeier, Paul L. (2013-08-12)The United States Army Corps of Engineers (USACE) has partnered with the City of Roanoke to carry out the Roanoke River Flood Reduction Project (RRFRP), a suite of floodplain modifications to the Roanoke River. The incidental take permit issued to USACE requires that USACE monitor populations of the federally endangered Roanoke logperch (Percina rex) prior to (Phase A), during (Phase B), and after (Phase C) construction, to estimate effects of incidental take during the course of the project. This report summarizes logperch relative abundance, suitable habitat, and water quality conditions across Phase B and compares these data to Phase A. We also conducted additional research in 2011 to assess the representativeness of permanent monitoring sites, estimate the sampling efficiency of the electrofishing methodology, and evaluate the statistical power and appropriateness of alternative impact-detection methods. Despite substantial fluctuation of the relative abundance of adult logperch over the course of monitoring, we found no statistical evidence for an impact of RRFRP construction. Thus USACE has maintained compliance with its incidental take permit during Phase B. Young-of-year logperch density, habitat availability, and water quality conditions also varied considerably over time and space during Phase B, but not in ways that could be attributable to the RRFRP. We found that permanent sites were representative of reach-wide conditions, suggesting that our findings can reasonably be extrapolated to the entire study area. The sampling efficiency of our standard electrofishing method was estimated to be low (~ 11%), yet our assessment method produced indices of abundance that were strongly correlated with true population estimates. Herein we demonstrate a new, generalized linear modeling approach to impact assessment that should provide greater insight and statistical rigor than the traditional t-test approach.

Eric (Virginia Tech APFSEC Committee, 2012-05-30)The Athletic Practice Facility Site Evaluation Committee (APFSEC) was established in January 2012 to help Virginia Tech resolve a controversy surrounding the proposal to build a 2.1 acre indoor athletic practice facility in part of a designated Environmental Greenway known as Stadium Woods. After four months of data gathering and biweekly meetings, the Committee recognized that its siting decision was a matter not simply about whether or not to build in the woods, but also about the design of the campus built environment, disruption and mitigation of existing and prospective campus facilities and uses, and accommodating the development of the athletic facility at a suitable location and a workable cost. The demonstrated social importance of Stadium Woods became the determining factor in the Committee’s deliberations and the consensus report. This summary and recommendations introduces the issue, describes the Committee’s process, discusses the site evaluation, and offers five recommendations:
- Designate Stadium Woods as a Reserve and develop a protection, management, and use planfor the Woods.
- Relocate the proposed facility site from the Woods site to the Washington Street tennis court site and develop a site orientation and design that considers cost, aesthetics, mitigation of existing uses, and minimal impact on the Woods.
- Commence construction of replacement tennis courts and roller hockey rink displaced by the Washington St. site before the existing facilities are closed.
- Allocate incremental costs associated with the site relocation, which are a measure of the preservation value of the Woods, to funding sources other than Athletics and Recreational Sports.
- Review procedures for assessing variance with the Master Plan to safeguard against future controversies of this type.
- Baseline Analysis of Virginia’s Commercial Wood SupplyPrisley, Stephen P. (Virginia Tech. Center for Natural Resources Assessment and Decision Support, 2015-02)Baseline information is crucial for planning and policymaking regarding our forest resources. CeNRADS has conducted a “Tier I” forest resource assessment for the Commonwealth of Virginia. A Tier I assessment is based upon the most fundamental and readily available public data. This assessment uses recent inventory data from the US Forest Service, 2011 land cover data from US Geological Survey, ownership data from the Virginia Department of Conservation and Recreation, and soils, terrain, and population data from various agencies. In addition, harvest notification records from the Virginia Department of Forestry are used to characterize the areas within Virginia that have experienced harvests within the last 5 years. These data are collated and analyzed to determine the forest resource potentially available for harvest, and how recent harvest levels compare to forest growth as reported by the forest inventory.
