Abstract
There is no doubt that nonprofit housing organizations (NHOs) are important in the production of housing and the delivery of housing services to low-income households. The successes of NHOs in the US were primarily in three arenas: the production of housing by community development corporations, the response to the increased problems of homelessness, and the ability of NHOs to package various subsidies with the Low Income Housing Tax Credit in order to serve lower-income renters.
