China's sloping land conversion program: Institutional innovation or business as usual?
Abstract
This article discusses China's Sloping Land Conversion Program (SLCP), assessing both innovative and problematic aspects of the program. Four suggestions to improve the program are: 1) greater community involvement; 2) more technical and financial support; 3) clearer specification of the targeted environmental services and expectations; and 4) integration of SLCP with other rural policies.
