With the launch of our strategic plan, Student Affairs is building upon our pledge to support students in a community that values holistic student success and well-being. It also speaks to how we will strategically prioritize ways to sustain an environment that lives out our Aspirations for Student Learning. The overarching charge of the Task Force was as follows: The Task Force on the Future of Student Governance at Virginia Tech will work in parallel with the President’s Committee on Governance with the specific goal of developing a set of recommendations for redesigning the structure of student governance to more effectively represent the voice of the undergraduate, graduate, and professional students. The recommended structure will define more clearly the distinct roles and responsibilities of the various bodies involved in student governance and relationships between them, and will foster inclusion, collaboration, and coordination among those bodies. The Task Force will assess the strengths and deficiencies of the current structure, benchmark best practices at other universities, and develop a set of recommendations tailored to Virginia Tech’s overall system of shared governance— which may include proposed additions, eliminations, mergers, or scope modifications to the existing governance entities. Preliminary recommendations will be shared with the President’s Committee on Governance for feedback and refined for submission to the President at the end of spring semester 2020. With the President’s endorsement, specific proposals will then proceed through the governance system during spring semester 2021, with a goal of implementation at the beginning of fall semester 2021.

Here are the questions that this report answers: 1. How does Virginia Tech compare with its peer universities in regard to the number of students provided accommodations and related commitment of resources (e.g., staffing, funding, funding model, space etc.)? 2. How are federal mandates regarding students with disabilities communicated with and implemented by SSD? 3. What resources are needed for Virginia Tech to meet its legal obligations and aspirational goals in support of students with accommodations (e.g., staffing levels and qualifications of staff, funding models and levels of funding, space requirements related to programs and/or testing etc.)? 4. What additional policies and procedures, if any, need to be developed to address the use of service animals as approved accommodations? (pending new legislation) 5. Are there improvements that may be made to better coordinate the actions of SSD and the colleges to provide seamless accommodations to students in a timely manner? 6.
